The State Government has made a provision of Rs 316 crore for implementing ‘Swachch Bharat Mission’ projects across the State during

fiscal 2017-18.

It may be mentioned here that ‘Clean City Project’ had been launched by the State Government for schemes to be implemented in 165 urban bodies. The Mission includes door-to-door collection of garbage by the local women self-help groups and compost  manufacturing by wet garbage, officials informed.

The State Government will assist in the construction of ‘Solid and liquid Resources Management’ ( SlRM) centres and purchase of vehicles and parts. Arrangements had been made to install Compost machinery at Bilaspur Municipal Corporation.

About Rs 75.14 crore had been sanctioned for Compost shed construction, tricycle rickshaw, dustbins and S.l.R.M. centre. Tenders had been invited for generating electricity from garbage by the Raipur Municipal Corporation. Bhilai Municipal Corporation will also supply garbage for generating electricity at the proposed plant.

The ‘Swachh Ambikapur Mission’  had been awarded for Best Practices Project under the Swachh Bharat Mission. Ambikapur had been awarded prestigious national -level V. Ramchandran Award  of Excellence.

Mission Clean City Project had been launched after the Ambikapur Model in all the 165 urban bodies. First step is to collect door-to-door collection of garbage, Women’s self-help groups will separate dry garbage and wet garbage. The dry garbage will be sold and wet garbage will be used for manufacturing Compost. Training had been provide to women’s groups, officials, employees and others.

Notably, four districts, 56 developmental blocks, 6,000 gram panchayats and around 11,000 villages had achieved the target set for ‘Swachch Bharat Mission (Rural)’ in a record period of time by February this year , officials informed.

The Government had spent about Rs 751.25 crore on achieving the targets before time. There is a sustained campaign in rest of the villages. Senior officials of 185 districts came here on a study tour to implement community-based toilets.

The budget had been allocated as per the speed of building of toilets in various districts.

The district officials are encouraging the citizens in the rural regions to change their mindsets towards environmental cleanliness. The main purpose is to educate masses towards toilets in their residential premises.

The Swachch Bharat Mission was launched on October 2, 2014 to encourage masses to avoid ‘Open Defecation’.

Chief Minister Raman Singh is determined to make Chhattisgarh ‘Open Defecation-Free’ by December 2018. The State is likely to achieve the rural targets of ‘Swachch Bharat Mission’ by June 2018, officials informed.

State Urban Development Minister Amar Agrawal has set the deadline of April 2017 to set up ‘Solid and liquid Resources Management’ ( SlRM) centres in all municipal bodies for undertaking solid waste management.

He was reviewing work done under ‘Mission Clean City’ at the Mantralaya in Naya Raipur in December last year.

The Minister had also directed officials to start training for members of Self

Help Groups (SHGs) for taking up door to door garbage collection, running of SlRM centres and composting of organic waste.

The Raipur Municipal Corporation (RMC) will be taking up an ‘Integrated Municipal Solid Waste Management Project’ through Public Private Partnership (PPP) model soon.

The PPP model would be based on Design, Build, Finance, Operate and Transfer ( DBFOT ) basis, officials informed.

Notably, Chhattisgarh has two ‘waste-to-energy’ power plants proposed with a total installed capacity of 10 MW.

Notably, five Municipal Solid Waste (MSW) to energy plants with a cumulative installed capacity of 66.5 MW are currently operational/under trial run in the country.

The Chhattisgarh government has decided to set up a ‘Waste to Energy’ power generation plant in Durg district.

The Government intends to sign a Memorandum of Understanding (MoU) with the Bhilai Steel Plant (BSP) administration for jointly taking up the project, officials informed. The project is proposed to be undertaken under ‘Swachch Bharat Abhiyan’ under the Government’s solid waste management project.

The proposed ‘Waste to Energy’ plant would utilise waste generated from municipal corporations of Bhilai, Durg, Bhilai-Charoda, two municipal councils mainly Jamul and Kumhari and three Nagar Panchayats mainly Utai, Patan and Gunderdehi.

Notably, the state-owned Chhattisgarh State Power Distribution Company ltd (CSPDCl) in January this year had also announced that it will be purchasing 50 MW of electricity from bio-mass power producers in the State.

The company would sign a 20-year agreement with the power producers, officials stated. Chhattisgarh is among the leading States for implementing bio-mass power projects such as Andhra Pradesh, Maharashtra, Madhya Pradesh, Gujarat and Tamil Nadu, according to  Union Ministry of New and Renewable Energy (MNRE).

Chhattisgarh has biomass projects generating a total of 249 MW of power as on March 31, 2015.

The total power generation from biomass projects by 12 other states during the aforesaid period in Megawatts is as follows- Andhra Pradesh ( 288), Gujarat ( 30.50), Haryana ( 13.50), Karnataka ( 107.50), Madhya Pradesh (26), Maharshtra ( 198), Odisha ( 20), Punjab ( 68.50), Rajasthan ( 101), Tamil Nadu ( 211.70), Uttar Pradesh ( 54) and West Bengal ( 26).

The data available with the Ministry pointed out that the  States which have taken  leadership position in implementation of bagasse co-generation projects are Andhra Pradesh, Tamil Nadu, Karnataka, Maharashtra and Uttar Pradesh.

Notably, SUDA in Chhattisgarh is in the process of preparing a Master Plan for implementation of Solid Waste Management Project in all the 168 Urban local Bodies (UlBs) of Chhattisgarh, officials informed.

It will also get a feasibility study and Detailed Project Report (DPR) prepared for all UlBs in the State .

Meanwhile , it may be recalled that top brains currently being nurtured in the country’s premier business and technology schools will soon get assignments to prepare urban development plans for civic bodies in Chhattisgarh.

The Chhattisgarh Urban Administration and Development Department has decided to invite interns comprising mainly students and researchers from renowned institutions like IITs and IIMs who would help in preparing better plans for management of water supply, low cost housing, sewerage management, solid waste management, poverty eradication, study of various State and Central schemes related to vehicular traffic management in urban areas.

Moreover, as per official information released during May last year, under the AMRUT Mission the nine municipal corporations- Raipur, Bilaspur, Durg, Bhilai, Korba, Rajnandgaon, Raigarh, Jagdalpur and Ambikapur- have been selected wherein ‘Shahar Sandhan Yojna’ (City Research Scheme) will be launched.

The scheme is aimed at utilising the educational knowledge of students and researchers in better development of cities, officials said.

SUDA has already issued directives to all nine Municipal Corporations in this regard.

The students in final year of graduation or post graduation studying Engineering, Management, Town Planning, Environment, Technology or Social Studies will be eligible for carrying out the studies. The research scholars can also take part in the studies in various municipal corporations.
