He said that the video supervision teams should be capable of shooting the evidences and incidents related to expenses. At the beginning of the video shooting, name of the incident, kind, date, place and name of the party which carrying out the incident and name of the candidate should have to be recorded in the sound system.

The video shooting of the vehicles, incidents, posters, cutouts should be in such a manner that the evidence, make and registration number, number of furniture, type of rostrum, banner, cutout etc of each vehicle could be clearly visible. If the vehicle is parked outside the venue of the rally, in all probability, the statement of the driver and passengers should be recorded.

Recording of the speech and other incidents should be done so that any violation of model code of conduct could be detected. Adequate number of teams should be deployed if more than one public meeting or rally is held in one day. During the time of recording, the video supervision team will prepare a queue sheet, which would be handed over to the supervision teams with the recorded CD.

The video observation committee will prepare in-house CD from the video recordings of the video supervision teams and it should not be handed over to any outside agency for recording or other benefits. The video observation committee will peruse the video recorded by the video supervision teams, in the incidents related to expenses or violation of model code of conduct. After perusal, it will submit expenses related report to the accounts team, assistant expense presenter on the same day or the next day.

In order to maintain the polity of elections, to keep an eye on campaign expenses, distribution of bribe for votes in cash or kind, illegal arms, explosives, liquor or anti-social elements during the election process, flying squads or spot observation teams have been formed. The teams will keep 24-hour vigil on the expenses in the constituency and of the sensitive pockets.
