The Central Government has not yet implemented the One Rank One Pension (ORRP) for Defence personnel, and even after 1090 days, the  strike is continuing in New Delhi, Brigadier (Retd) Pradeep Yadu , President of Veterans India, Chhattisgarh said while addressing a press conference here on Wednesday.

He was accompanied by his wife Manju Pradeep Yadu, also an Army veteran educationist.

“Recently, Delhi police cane charged the Ex-servicemen. The 7th Pay Commission pay anomalies have not been rectified. When Naval Chief refused to accept, then Central Government surpassing the Defence wings, issued a Gazette notification, which is first time in history of Independent India, he said.

On hard area allowance, he said that IAS/IPS/IFS and others get Rs 5400 extra per month while soldiers get Rs 1800 per day while working in Siachen Glacier. In 5th Pay Commission there was a provision of free ration to defence personnel, in 7th Pay Commission it has been withdrawn, Brigadier Yadu said.

Similarly, Non-Functional Financial Upgrade is given to wife of personnel. Justice Narasimha in 2016 recommended it even Delhi High Court ordered in favour of implementing NFU but Ministry of Defence challenged it in Supreme Court after which Apex Court pulled the government over it. Still it has not been implemented, he said.

Brigadier Yadu pointed out that from 1947 to 1973, Defence personnel had separate Pay Commissions after which it was merged. Personnel pension was calculated by 70% of last salary drawn while for administrative service was 33% but now pension for personnel has been reduced to 50% while for civilians it had gone upto 50%. As Railways had strong union, it has not been changed.

He alleged that step-motherly treatment is being meted out to the personnel, citing incident of army personnel hit by stones, eggs, tomatoes even after he was armed.
