The Opposition BJP members on Tuesday created ruckus in the Chhattisgarh Assembly during the discussion on Appropriation bill.
The members were protesting discussion on Appropriation bill taken up before motion of thanks on Governor's address and alleged that a wrong precedent is being set in the House and demanded discussion on Governor's address first.
When the discussion on Appropriation bill commenced, the Opposition members objected and said that instead of giving priority to discussion on vote of thanks to the Governor the Treasury bench is holding discussion on Appropriation bill which was an insult to the Governor, they charged.
BJP member Brijmohan Agrawal said that it was a tradition of the House that discussion on motion of thanks to the Governor is conducted first. Holding discussion on Appropriation bill prior to it was thus not justifiable, he said.
Leader of Opposition Dharamlal Kaushik said: "We are not running out of the Assembly and the discussion on Appropriation bill should be after the discussion on vote of thanks to the Governor", he said.
Legislative Affairs Minister Ravindra Choubey disagreed with the stand of the Opposition members while asserting that they were opposing the issue related to interest of farmers of the State.
Earlier too in 2010, discussion on other topics have been done prior to discussion on vote of thanks to Governor, he said.
There would be point of order by the Chair on the issue and why you all are so furious over the issue of farmers, Choubey added.
Later, Speaker Charandas Mahant while dismissing the plea of Opposition members gave point of order that discussion on vote of thanks to the Governor would be held on January 9,10 and 11 and said that there were examples earlier too when discussions on Appropriation bill had been done prior to the discussions on vote of thanks to Governor.
