New Industrial Policy and Red tapism prevalent in Government offices are creating hurdles in establishment of not only big but even small industrial units in the district as well.
Even the Industrialists/ entrepreneurs willing to take advantage of exemption in tax and other facilities announced by the Government for the new industrial units could not do so, thanks to the long and tiring procedure for the same.
Notably, in the new industrial policy it has been made mandatory that registry of land would be done in the name of the Industry to be established.
For this, a long procedure like obtaining map and Khasra of the land and getting done its registry has to be completed before the files reach the district industry centre, which is nodal agency for establishment of any industrial unit and it is mandatory to get the unit registered at DIC. After executing Entrepreneur Memorandum or temporary registration in the District Industry Centre only, any industry has the
eligibility for either power connection or seeking loan from banks. After this, in second stage application is made
for EM-2 or permanent registration for which acquiring clearance certificate of Environment Protection Board and production certificate
is must.
DIC General Manager Shiv Rathod said that Industrial Policy has been framed in the interest of Industrialists. Any industry desiring to avail the benefits announced by the Government woulf have to prove eligibility for the same and advised the new entrants to adhere to the suggestions given by DICs.
According to DIC sources, only a few industrial units has come up in the district during last some years who fulfilled the requirements for availing tax benefits. On the other hand, industrialists owning cement bricks manufacturing and other small scale industrial units in the district alleged that in executing the paper work for establishment of an unit or for availing sops announced by the Government the procedure requires from weeks to months time and sometimes even have to travel to outside district and therefore a very cumbersome process. They demanded relaxation in norms.
