MNREGA labour payment to go online

With a view to bring transparency in the Mahatma Gandhi Rashtriya Grameen Rozgar Guarantee Scheme (MNREGA) complete process of labour payment, muster roll and purchase of materials would be made online. This was informed at the one-day workshop of the chief executive officers of district panchayats organised by the State panchayat and rural development department here on Saturday.

In the workshop centred on ‘electronic fund management, e-muster and management information system’, joint secretary, Union Rural Development Ministry DK Jain and additional chief secretary, Chhattisgarh Government, panchayat and rural development department, Vivek Dhand informed the officers about the new process.

Jain said, in MNREGA, by adopting electronic system in the labour payment and purchase of materials, cash book and muster rolls could be generated through electronic method. In place of cheque digital sign could be made in the order sheet. Panchayats, after passing the bills, would send the bills to the janpad panchayats and the amount would be directly credited in the account of the panchayats. With the online electronic system the amount would be spent as per the rules and according to necessity.

During the calendar year 2013, from January onwards electronic muster roll management system (E-MMS) has been made mandatory in MNREGA, so that mistakes in the muster rolls could be averted and the labourers could get their payment immediately. Now, from this month, preparations are being made to implement electronic fund management system in all the district panchayats.

According to officers, after the implementation of the new system there would be no complaints about delay in labour payment under MNREGA. The list of labour payment with the digital sign of competent officer would be handed over to the banks concerned through electronic system and the bank would credit the amount in the individual account of the labourers on the same day.

With this system, if there is fund in the main bank, there will be no problem in making the labour payment. No need to issue separate cheque, bank draft and pay-order and no need to issue separate fund to any particular district.

In the workshop, while informing about the achievement of MNREGA in Chhattisgarh, additional chief secretary Vivek Dhand said that there were a total of 43.90 lakh job card holder families in the State. On the basis of demand, 11.68 crore mandays’ job have been given to 26.13 lakh families. At present 10.70 lakh are working in the MNREGA related works in the State, he added.

He said that against the total fund of Rs2,707 crore received under MNREGA, Rs2,159 crore has been spent.

Under the scheme, 37,548 work of water conservation and ground water conservation, 22,884 drought relief work, 8,099 minor irrigation work, 1,19,790 work for providing irrigation facility to private land, 40297 work of renovation of natural ponds, 1,01,000 land development work, 2,416 work for flood control and security, 85,320 rural approach road and 106 Bharat Nirmal Rajiv Gandhi Seva Kendra were opened.
