Guidelines issued to District Collectors say they can impose prohibitory orders only in urban areas, not the rural areas.
An official communication issued after the cabinet meeting on Saturday says Collectors are directed to use discretionary powers on fixing the limits of the city based on prevailing Covid-19 conditions. All the directives regarding the containment zone should be enforced after the order.
The communication states that three-day prior notice is meant to ensure that residents procure all essential items on time and to avoid hoarding. The seven days limit can be further extended based on prevailing conditions.
All emergency services like health, drinking water supply, cleanliness, power supply and fire brigade will function normally. During this period, the state government offices will function at one-third of the capacity.
During restrictions, factories and construction units will be permitted to function with conditions. It includes controlling workers and bearing the cost of Covid-19 treatment of workers if one tests positive. Only commercial transport will be allowed during night hours.
Agriculture produce market will function normally during this period, the statement said.
