Now, instead of Janpad level, the payment of wages of skilled and semi-skilled labourers with implementation agencies (line departments) other than Gram Panchayats under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) and distribution of materials will be decided at the district level,

As per the earlier set rules of the State government, the limit of physical materials for the works done through Gram Panchayat has been kept exactly the same. Order in this regard has been issued by Mahatma Gandhi State Employment Guarantee Council Cell to all collectors and district programme coordinators.

Departmental officers said that the order has been issued based on the notification of the Rural Development Ministry of the Union Government. In the order, instructions have been issued to take necessary action on the amendment made in the sub para (1), (2) and 20 of para-4 of Schedule-I of the Mahatma Gandhi National Employment Guarantee Act 2005.

In the order it has been said that the wages of labourers and physical material for the works done through Gram Panchayats will not be more than 40 per cent, whereas, for agencies other than Gram Panchayats, the decision will be taken at district level.

The total expenditure on works done through Collector and District Programme Coordinator in the district, based on tree plantation, water and land development for agriculture and such other production related activities should not exceed 60 per cent of the cost.

The works being done under MNREGA, like construction of wells, ponds, agriculture garden, silk farming, sapling plantation, agriculture forestry, cattle breeding etc could be done on community land.
