HC: Install trackers at sonography centres to check female foeticide

Following a Public Interest litigation (PIl), Chhattisgarh High Court has asked the State Government to install a tracking device at all the sonography centers to keep a check on female foeticide after sex determination test.

The petitioners, Mamta Sharma, Rakesh Choube, Sudhir Sisodia, Nina Yusuf and Sunita Tikaria had filed the litigation before the court against Union of India and two others on October 10, 2012. The petitioners drew the court’s attention towards the declining child sex ratio.

A Statistical Appraisal, conducted by the Central Statistical Organisation (CSO, India), was presented in the court, which shown a sharper decline in number of girls child than the male children in the decade beginning 2001, leading to a skewed child sex ratio.

The reports say that there were 52 fewer girls than compare to boys in the age group of 0-6 in 2001. As per the reports, there were about 30 lakh girls fewer to the boys between 2001 and 2011.

Seeking the court intervention into the matter, the petitioners requested to make it mandatory installing the tracker device named ‘Silent Observer’ at all the sonography centers of the State and connect it with the administration’s computer system to keep a close watch on the practice as it will help to curb female foeticide to a great extent.

“On June 27, 2014, the court ordered to ensure duly implementation of the technique. Chhattisgarh Health Director, who was presented in the court, submitted an affidavit in this regard” said Sharma.

She added that the High Court justices also advised the petitioners to move to the Supreme Court for implementing this system across the nation as the graph of female foeticide is increasing in all the States.
