Finance Department has expressed displeasure on receiving wrong proforma without prescribed enclosures in the treasures. In the proforma issued to all the departmental heads, the department, while terming it as a clear violation of government instructions, has made the receipts and disbursal officers and treasury/sub treasury officers responsible for it.
Additional Chief Secretary Finance DS Mishra, in the circular issued to all departmental heads, commissioners and collectors, said that the Accountant General of Chhattisgarh had informed that the treasuries had been receiving the expenses bills in wrong proforma and without prescribed enclosures.
He said that the bills of scholarship, for which relaxation has been given for advance payment on special situations, after payment of the amount the department has to send the original paid vouchers to the Accountant General immediately for reconciliation, but several receiving officers has not been sending the vouchers. Because of which the bills could not be reconciled.
It has been brought to the attention of the state government that the departments have been getting the amount of bills disbursed from treasuries, though there is no immediate need for payment, and deposit the amount in the banks for long time.
Mishra said that the State Government has taken this issue seriously. He instructed that such withdrawal should be made only when the amount is needed for immediate disbursement and not based on the availability of budget. If such amount remain undisbursed in the bank account of the disbursal officer or head of the institution for more than one month period, that amount should immediately be returned to the State Government. Otherwise, its complete responsibility would be of the receiving and disbursal officer or the institutional head and disciplinary action would be taken against them.
