Government officers and employees drawn from the general and other backward communities on Monday threatened to launch an agitation and even go on strike if the Chhattisgarh government does not end anomalies in promotions.
Addressing the media, Ashish Agnihotri, General Secretary of the Chhattisgarh Sarvahit Sangh, said: “We are not against reservation in education and job but dead against reservation in promotion.”
He said the High Court of Chhattisgarh has quashed Rule 5 of CG Public Service Promotion Rules 2003 in its order of February 2019. "It has been nearly 17 months (but) the government has not framed equitable rules to comply with the order.”
Agnihotri said the State of Chhattisgarh is duty bound to revert all the promotions (and consequential seniority) of employees accorded on the basis of the said rule for the period 2003-19.
He warned that if the government fails to formulate equally beneficial rules to all the communities in promotion, contempt proceedings will be initiated before the High Court.
“Even the Supreme Court has ruled that promotion should be on the basis of quantifiable administrative capability ... both at the Centre and in state governments. In similar decisions by courts in different states promotions were reversed.
"With the present reservation in promotion policy, general and other category officers-employees are denied promotion for years as Scheduled category gets promotion in fixed five-four years. This is creating a wedge between communities,” he added.
