The Electronic Manufacturing Cluster (EMC) whose foundation stone would be laid by Prime Minister Narendra Modi here on February 21 would have 61 industrial plots spread over in an area of 30 acres, officials stated.

Notably, the Chhattisgarh Government will also be setting up an IT SEZ in the vicinity of the EMC to be established at Sector 22 in the new capital.

The EMC would be at located about 7 kms from the Swami Vivekananda Airport, Raipur. The site enjoys abundant water supply from the Mahanadi river and also have also sufficient power connection to cater the needs of operation in EMC, officials stated.

The location of the EMC is at Tuta village of Naya Raipur. The chief promoter of the project is Chhattisgarh State Industrial Development Corporation (CSIDC) and the project is to be established in an area measuring 70 acres.

Notably, on December 20 last year, the Chhattisgarh Government had informed in an official statement that the Central Government has consented to provide its final approval to the EMC. The final approval was subsequently granted to the State Government.

Providing details on the 'Electronic Manufacturing Cluster,' Chief Minister Raman Singh had told the Union Telecom Minister Ravi Shankar Prasad on his visit to New Delhi last month, that as many as 11 companies have signed Memorandum of Understanding (MoU) to the tune of around Rs 968 crore for setting up projects in the cluster.

The Chhattisgarh Government has completed requisite preparation for development of the 'Electronic Manufacturing Cluster' , he had stated.

As of now, there is minimal presence of Electronic System Design & Manufacturing (ESDM) sector in the State. However, with its inherent strengths, the State has immense potential to become an ESDM hub of the country, officials stated.

Chhattisgarh has emerged as a lucrative investment hub among its competing states with sectors like power, mining and minerals, manufacturing, sponge iron and steel, IT/ITes, biotechnology, food processing, etc. becoming key investment drivers and has attracted both domestic and foreign investment over the past few years.

The State is steadily garnering support from the investors, transforming it to a manufacturing and power hub of the country. While the state administration is based in Raipur, a new capital for Chhattisgarh at Naya Raipur has been developed.

Chhattisgarh is poised to become the next ESDM hub of India with the availability of enabling infrastructure, minerals and talent pool.

The proposed EMC is aimed at providing one stop integrated facilities with manufacturing support, welfare and common infrastructure facilities to the prospective electronics manufacturing industries. The proposed EMC is envisaged to house world class eco system for electronics manufacturing industries.

Assessments of the key infrastructure availability in the catchment area of the Project Site suggest that the catchment region is well equipped with the sector enabling infrastructure.

Six-lane expressways provide easy access to the city. At present, access is through NH-43 at the south- eastern boundary and NH-6 at the northern boundary of Naya Raipur. Nearly 75.2 km of 4 lane/six lane roads have already been constructed. 61 km road network is under construction, officials stated.

The power requirement of Naya Raipur is to be met in three phases. The city is having an underground power distribution system along with SCADA (Supervisory Control and Data Acquisition) system to have online monitoring and control of power supply.

Non-conventional and alternative energy resources are being used to the maximum. Street lighting is planed using latest technology with network control and lEDs. Solar power will be used widely in administrative buildings, street lighting and traffic signals, officials stated.

Notably, Chhattisgarh has been included among 12 states by the Centre where investor summits would be held to showcase key sectoral strengths.

The 12 State Investor Summits would be held in Gujarat, Andhra Pradesh, Maharashtra, Odisha, Chhattisgarh, Haryana, Madhya Pradesh, Jharkhand, Punjab, Telangana, Karnataka and Tamilnadu to showcase key sectoral strengths with reference to investment opportunities, steps undertaken by the State Government to improve business environment, locational advantages, and industrial infrastructure availability.

Key opportunities in sectors like auto, defence and aerospace, food processing, chemicals and petrochemicals, electronics and information technology, pharmaceuticals, textiles, industrial equipment manufacturing, construction equipment, and infrastructure will be showcased through 21 seminars conceptualized and led by the key Union Ministries.

They will be addressed by Union Ministers, Think Tanks, Industry leaders, Academic Institutions, and Industry Associations. Seminars will showcase investment opportunities in each sector, recent policy initiatives for attracting investments and ease of doing business.

The Naya Raipur Development Authority (NRDA) is in the process of constructing a Multi-modal logistic Park in Chhattisgarh’s new capital.

Chhattisgarh’s new hi-tech capital would also have an ‘Integrated Freight Complex’ spread in an area of 130.67 hectares, officials stated.

Early this year, Union Railway Minister Suresh Prabhu had also put forward a proposal that a ‘Cargo Hub’ should be developed in Naya Raipur.

He had stated that his Ministry will bear the entire development cost if the Chhattisgarh Government agrees to provide land for the proposed hub.

To this, Chief Minister Raman Singh who had met the Union Railway Minister in New Delhi and had assured the latter that his Government will provide land for the project.

A massive land use area measuring 263.05 hectares had been earmarked for setting up a Software Technology Park as well as a Gems and Jewellery Park in Chhattisgarh’s new capital region.

The area earmarked for the two Parks come under the ‘Special Industry’ category as per the land use plan of the  Naya Raipur Development Authority (NRDA), officials stated.

Notably, NRDA will also design and develop an ‘integrated zone’ near the Swami Vivekananda Airport, Raipur.

NRDA’s Airport zone is spread over an area of 1192.56 hectares and the proposed land use is mainly for transportation purposes, officials stated.

The Naya Raipur city had been divided into six zones for which zoning plans are being prepared under Naya Raipur land Use Plan-2031.

The NRDA Planning Area consists of three layers mainly- Planning layer-I consisting of Naya Raipur city including the green belt area in 9522 hectares, the Planning layer-II consists of Peripheral Rural Zone in an area of 13,028 hectares and Planning layer-III consists of the Airport Zone spread in 1192.56 hectares.
