Thanks to the changes brought about by the Chhattisgarh government, the District Mineral Trust (DMT) is finally beginning to have a positive impact on the lives of the ordinary people in the mining affected areas of the state.
The DMT came into being during the previous government. But many shortcomings were observed by experts as the participation of public representatives was not ensured while the role of the locals was minimal.
According to an official document, other shortcomings were also seen in the provisions.
In order to provide proper benefits to the affected people in the fields of health, education, environment and sanitation, the government made several major reforms in the old provisions.
The government now utilizes the DMF fund to develop the areas of education, health, infrastructure development, electricity, water and sanitation besides building the Atmanand Government English medium schools in various districts.
Accordingly, cases of malnutrition have reached an all time low throughout the state.
Primarily, the Minister in charge of the district has been appointed as ex-officio Chairman of the Governing Council. Earlier, the Collector used to be the Chairman.
There is also increased participation of local residents. The government has decided to make a provision for the appointment of at least 10 members of the Gram Sabha and residents of areas directly affected by mining.
Amendments brought in ensure that 50 per cent of the amount received in the Trust will be used for the welfare of the directly affected area and persons. Earlier, it was used for the whole district and only a part reached the needy.
Now beneficiaries benefiting from the fund will be identified to prepare a five-year vision document as per the requirement of the srea residents for their overall development. This work has started in Dantewada, Korba and Bastar districts.
Apart from this, storage and processing units of agricultural products are encouraged along with food processing, minor forest produce and forest processing. Organic farming is also promoted and employment opportunities are being provided to women.
On the initiative of Chief Minister Bhupesh Baghel is ensuring the participation of Gram Sabhas, local public representatives, tribals and women in the making and implementation of the development plan for mining affected areas.
