Collector Bhim Singh has ordered strict implementation of the Waste Reduction and Recycling (Management and Handling) Regulation 2011 under the Environment Protection Act 1986, for the plastic and recycled plastic production and use.
He has also directed to take disciplinary action against those who violate the rule.
The Collector has banned purchase and sale of sub-standard polythene bags and other materials from July 1 last. But, even after the ban, complaints about its use in the city have been received.
Regarding use of the polythene bags, on the directives of the Collector, a public awareness rally was organised in the city during May-June last, in which the Collector had himself appealed to people not to use inferior quality polythene bags.
Various voluntary organisations of the city and Government officers and employees had actively participated in the drive.
Singh said that under the rule, recycled plastic could not be used for storage, carrying and distribution or packaging of food material.
Nobody is permitted to manufacture, store, distribute and sell plastic carry bags of less than 40 microns.
To control the use of sub standard polythene bags, the Collector has sought cooperation of Sub Divisional Officer Dhamtari, Municipal Council and officers of District Trade and Industry Centre.
On violation of clauses of Section 15 of the Environment Protection Act 1986 and on being proven guilty, the person concerned could be sentenced for five years in jail or fine of `1 lakh or both.
Singh has appealed again to the businessmen and general public of the district not to use plastic carry bag, gutkha pouch etc of below 40 microns.
