The Chhattisgarh Government will soon form a civil service board in the State, officials said on Wednesday. Chief Secretary Sunil Kumar held a top level meeting here to discuss on the modalities of the new board. The officials who attended the meeting put forth their suggestions how to make the transfers, postings, inquiries free from political interference.
A Supreme Court Bench had in October directed Central and State Governments to set up Civil Service Boards within three months to deal with transfers and postings of officials. The court had issued the direction in response to a petition filed by former Cabinet Secretary TSR Subramanian and others.Sources said the board that the Government plans to set up in Chhattisgarh will be headed by State’s Chief Secretary. Several other top officials will be its members.
It was decided in the meeting that the general administration department will write to all other departments and seek their suggestion about how many years an official should be allowed to work in one post.Others who attended the meeting include all-four additional Chief Secretaries and the secretary of the General Administration Department.
Currently, the department of personnel and training decides the transfers, promotion of and enquiries or disciplinary actions against bureaucrats for Central Government employees and the General Administration Department for the State Government bureaucrats. The Apex court had directed the centre and all the State Governments to set up independent Civil Servants Boards (CSBs) within the next three months. The court had also said bureaucrats should not obey oral and verbal instructions from their political bosses.
