Chhattisgarh – a power surplus State does not figure among the five States with highest number of lED street lights installed as per a Central Government data released on Friday.
The five States with highest number of lED street lights installed are — Rajasthan (7,04,891), Andhra Pradesh (5,86,037), Delhi (2,64,185), Gujarat (2,00,536) and Goa (94,856).
Under the Central Government’s Street lighting National Programme (SlNP) over 21 lakh conventional street lights have been replaced with lED street lights across the country, a Union Ministry of Power Press release informed.
The newly installed lights have led to brighter streets, feeling of enhanced safety and security among the residents and motorists. Energy Efficiency Services limited, a Public Energy Services Company under the administration of Union Ministry of Power is the implementing agency for SlNP, it informed.
The installation of lED street lights has resulted in annual energy savings of 295 million unit kwh, avoided capacity of over 73 MW and reduction of 2.3 lakh tonnes of CO2 annually. The project has been implemented across 23 States and Union Territories. The lighting level on roads have increased significantly after the replacement.
EESl is also implementing a special heritage lighting project, wherein 1,000 lED street lights have been installed in Kashi region of Uttar Pradesh, and another 4,000 lights are being installed.
The procurement price of the lED Street lights has been reduced from `135 per watt to `80 per watt due to mass procurement of the lights.
EESl makes the entire upfront investment in installation of the Street lights and no additional budget allocation from the Municipalities is required. Municipalities pay EESl from the savings in energy and maintenance cost over a 7 year period, making the lED lights affordable and accessible. EESl also undertakes social audits in all states post the completion of the project.
EESl procurement conform to BIS specification and carry a 7 year warranty against technical defects. EESl conducts appropriate quality checks right from the bidding stage to the field level. This has resulted in the lEDs’ overall technical fault being less than 1 per cent in the 21 lakh lights installed by EESl in the country. EESl has maintained an uptime of 95 per cent for all street lights across the country.
Prime Minister Narendra Modi launched 100 cities National Programme on January 5, 2015 to convert conventional street and domestic lights with energy efficient lED lights. Under Street light National Programme (SlNP), the Central Government aims to replace 1.34 crore conventional street lights with energy efficient lED lights.
On the other hand, notably, there had been a saving of 190 MW of power during peak demand for electricity recorded every day due to use of lED bulbs across Chhattisgarh, officials here had informed on April 26 in Naya Raipur.
The information was provided in a review meeting chaired by Chief Minister Raman Singh to know the progress of implementation of ‘Rashtriya Ujala Yojana’ and distribution of lED bulbs to the various households in the State.
During the meeting, it was informed that the State is saving `379 crore due to less consumption of power on account of use of lED bulbs by consumers.
It was also informed in the meeting that about 72.90 lakh lED bulbs had already been distributed in the State so far.
A total of 661 street lights were replaced with lED lights under Street lighting National Programme (SlNP) in Chhattisgarh as on February 2016, the Central Government had informed last year.
A total of 1,639,265 street bulbs have been replaced with lED lights throughout the country under SlNP during the aforesaid period.
Notably, Prime Minister Narendra Modi, had launched the Street lighting National Programme (SlNP) on January 5, 2015 to attain significant savings by promoting lED based lighting. The scheme is being implemented by Energy Efficiency Services limited (EESl), a joint venture company of four Public Sector Undertakings under the Ministry of Power. There is no element of Government of India subsidy in the scheme.
EESl has evolved a service model to enable municipalities to replace conventional lights with lEDs at no upfront cost. The resultant reduction in Energy and maintenance cost of the municipality is used to repay EESl over a period of time. The target is to install 3.5 crore lED street.
Notably, the energy efficiency market in India is estimated at US$ 12 billion that can potentially result in energy savings of up to 20 per cent of current consumption, by way of innovative business and implementation models.
Under the SlNP, SDMC area alone accounts for over 2 lakh street light replacements.
The cumulative annual energy savings in SDMC through this programme is 2.65 crore kWh which has helped to avoid capacity addition of 6.6 MW, resulting in a daily reduction of 22,000 tonnes of greenhouse gases.
In the SDMC Project, EESl is addressing complaints from various sources viz., registered from BSES helpline, night patrolling team by EESl, mobile vans, e-mails, social media and other sources including Ward Councilors. Additionally, EESl is putting stringent complaint redressal mechanism and Centralised Control and Monitoring System (CCMS) to enable remote operation and monitoring of the street lights.
CCMS provides real time information on energy consumption and remote monitoring of the street lights.
It may be mentioned here that the Chhattisgarh Government had been distributing three lED lamps free of cost to those who fall under the BPl category. The Above Poverty line ration card -holders can buy l.E.D. lamps on EMI also.
A consumer can save up to `160 per annum on each lED bulb. The officers said that 09 watt lED bulb gives an illumination of 100 watt. It is estimated that there will be a saving of `300 crore per annum with this scheme.
The Chhattisgarh Government in a bid to significantly bring down the cost of power consumption for public utilities such as street lights had started opting for Solar Photovoltaic powered street lights across the State in 2015-16.
The project was being implemented by Chhattisgarh Renewable Energy Development Agency (CREDA).
Notably, CREDA had also been implementing energy efficient lED lighting projects in the State in the areas of outdoor and indoor lightings. Due to the initiatives of CREDA, many State Government departments have implemented lED lighting projects, officials stated.
In many cases, the departments require assistance from CREDA for implementation of such projects, they stated.
The State’s high-tech administrative capital Naya Raipur already has lED street lights installed.
