Chhattisgarh Assembly on Wednesday passed the supplementary Budget and five bills by voice vote amidst Bharatiya Janata Party Opposition members boycotting the discussion. The House was adjourned sine die, two days before the session was to end on December 17. Chief Minister Bhupesh Baghel, replying to the second supplementary Budget for fiscal year 2021-2022, said that due to lack of Central Government assistance, the supplementary Budget has been kept up to Rs 2108.62 crore.

Citing Guru Ghasidas and Kabir, Baghel said that in democracy creative criticism provides suggestions for improvement, which the Govt is ready to accept. The BJP, having ruled State for 15 years, is limited to 14 members.  The BJP leaders feel that now it is tough on ground to dismiss the work of Congress on ground. The Government worked for inclusive development of all sections of society. But Opposition instead of holding discussion on issues, is trying to escape. That is why they boycotted the discussion. He said the BJP has been following one-agenda of religion while Congress stance is equal for all.

Giving data on change in contribution of Central Govt in its various schemes, he said in 2014 agriculture-horticulture allocation and integrated scheme of women and child department ratio was 85-15 which is now 60-40 ratio.  MGNREGA which was 90-10 is now 75-25, Indira Awas from 75-25 is now 60-40 ratio, and school education 70-30 is 60-40 ratio. This had put an additional burden on State Governments across country. The Covid-19 pandemic impacted further. If Centre's contribution is provided, the implementation of schemes can be managed. On the issue of ready to eat, on which BJP boycotted, he said in 2009, the 1627 women self-help groups were given work out of which only 638 groups are functional.
