An amount of Rs 2.24 crore was allocated to Chhattisgarh under livestock health and disease control for 2016-17, the Central Government has stated.

Release of funds is considered subject to availability of funds and submission of Utilisation Certificate (UC), physical progress and financial progress report by the State for the fund released during the previous year, it informed.

No approved amount is due for release to the Govternment of Chhattisgarh under the Development of Inland Fisheries and Aquaculture Scheme and National Scheme of Welfare of Fishermen, the Government informed.

Meanwhile, Chhattisgarh’s livestock Development Department has decided to utilise solar power in a total of six Government poultry farms in six districts of the State for ensuring uninterrupted supply of electricity.

The State Government has provisioned Rs 5 crore for the project in the 2017-18 State Budget, officials informed.

The solar panels would be installed at Bilaspur, Bastar (Jagdalpur), Kondagaon, Raigarh, Baikunthpur and Durg districts, Agriculture andlivestock Development Minister Brijmohan Agrawal informed.

Notably, Chief Secretary Vivek Dhand in February this year had chaired the fourth meeting of State-level executive committee of National livestockMission at the Mantralya in Naya Raipur, officials informed.

In the meeting, annual action plan proposal of Rs 18 crore under the Mission for fiscal year 2017-18 was approved.

This includes Rs 15 crore for livestock development, Rs 1.10 crore for fodder, and Rs 1.90 crore for skill development, technological advancement and expansion in the field of animal husbandry.

In the meeting, progress of the works under the Mission was reviewed on the basis of budget received from Central Government in fiscal year 2016-17.

The Central Government’s Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Narendra Modi has already included Chhattisgarh besides two other states under National Dairy Plan –I (NDP –I) .

The other two states included under NDP-I are Uttarakhand and Jharkhand.

With a view to augmenting livestock and milk production, an elaborate action plan will be prepared for the establishment of 5,000 dairies in Chhattisgarh during the next five years, Agriculture Minister Brijmohan Agrawal had stated earlier.

Meanwhile, the CCEA has also extended the implementation period of the NDP-I upto 2018-19 in order to achieve its key outputs.

The CCEA was of the opinion that Jharkhand and Chhattisgarh are newly formed States which are primarily inhabited by tribal population having substantial milch animal population and have the potential for coverage under NDP-I.

Considering the potential for implementation of Ration Balancing Programme, Fodder Development and Village Based Milk Procurement System, Uttarakhand has also been included under NDP-I; along with Jharkhand and Chhattisgarh, it stated.

Due to the time taken in initiating the implementation of sub projects at End Implementing Agencies (EIAs) level and late approval of NDP-I as mentioned above, it is envisaged that the key outputs of NDP-I as planned would be substantially achieved (e.g. bull production target, sustainability of Pilot AI (Artificial Insemination) Delivery services on full cost recovery basis etc.) with the period of NDP I having been extended up to 2018-19, the CCEA stated.

The NDP-I was approved for implementation in 14 milk potential States by National Dairy Development Board (NDDB) through the EIAs with a total outlay of Rs 2,242 crore for a period of six years from 2011-12 to 2016-17.
