Questioning the State Government’s autocratic policy on sale and purchase of agriculture land, the Congress spokesperson Mahendra Chhabda asked whether the State Government wanted that nobody should become a farmer now in Chhattisgarh. If any Government employee, after his retirement wants to earn his livelihood by farming, why he could not be a farmer, he asked.
In a press statement issued here on Sunday, Chhabda said that as per the rule made by the BJP Government, nobody could become a farmer now. Citing an example, Chhabda said, if a farmer wants to sell his farmland inherited from his father, and no other farmer is interested in purchasing it, the former would be able to solemnize the marriage of his daughter or be deprived of getting treatment of his ailment or any other necessary work, due to the autocratic rule of the Government.
He said that the new legislation “Chhattisgarh Bhu Rajasva Sanhita (sanshodhan) Adhiniyam 2013” made by the BJP Government, has become a pain in the neck of the farmers and the common man of the State. The registrar office has stopped registration of the land, as instruction has been issued from the collector to strictly follow the new rules, he added.
As per the new Act, no landowner could transfer the land marked for agriculture to any such person who is not a farmer in fact. With this rule, the farmers were facing trouble for making his identity as a farmer, on the other, the purchaser in proving him as a farmer, he said.
Chhabda alleged that the main reason for the BJP Government taking much interest in the implementation of the new Act was that the higher authorities in the State Government, ministers and the BJP leaders have invested their black money in the land. In order to increase the rate of their lands, this conspiracy has been made to intricate common man in rules and regulations, he added.
