Delhi Govt bats for Sainik Farm, Mahendru Enclave, Anant Ram Dairy

Delhi Chief Minister Arvind Kejriwal on Wednesday suggested and requested the Central Government to regulate uauthorised colonies, be it affluent or non affluent, by charging one per cent cost of land at circle rate for up to 200 square metre plot from occupants and a nominal penalty.

Kejriwal said three affluent unauthorised colonies — Sainik Farm, Mahendru Enclave and Anant Ram Dairy — should also be regularised in the first phase. “To keep these colonies out of regularisation is a violation of Article 14, hence these colonies should also be regularised,” he added.

As per the new parameters proposed by the Aam Aadmi Party (AAP) Government, an occupant having more than 200 square metre plot will have to pay two per cent of circle rate as the land cost, apart from penalty, which will be nearly half of the circle rate.

“Our purpose is to regularise these colonies and provide basic amenities like — water, electricity and roads. We have accepted all conditions of the Centre to regularise unauthorised colonies. We have also sent our 12 suggestions to the Centre,” Kejriwal said.

The Government has sent 12 point suggestions to regularise unauthorised colonies to the Centre, including the new cut-off date of March, 2019 for ownership rights instead of January 1, 2015, and allowing mixed land use.

As per the 12-point suggestion, SHO, SDM and MCD officials will keep track on construction of unauthorised colonies and if new construction takes place these officials will be sacked.

The Government has categorised the land in three categories titled — Government, private and farm land.

“The banks will ensure loan facilities to pay penalty and cost of the land to help the economically weaker applicants,” Kejriwal said.

The Delhi Government in its suggestion to Central Government also said that new mapping should be done through the Geospatial Department along with the Resident Welfare Association’s (RWA’s) map for the registration process rather than to wait for Delhi Development Authority (DDA) maps.

“Colonies which are situated on Yamuna flood zone should not be regularised except the river’s boundaries,” the AAP Government said in its suggestion.

Those residents who have got General Power of Attorney (GPA) till June 30, 2019 should also be given ownership rights, it stated further.

The Government also requested to Central Government to give land under ‘Government’ category to the Delhi Government so that schools and hospitals can be build.  Except the forest patches, the Government should regularise other colonies and the land where shops are open should be notified under the mixed land category, quoted Delhi Government statement.

Kejriwal said the Central Government should allow registry of properties in these colonies at the earliest, relying on the satellite images to fix boundaries in unauthorised colonies.

Giving reference about previous proposal in which the Delhi Government proposed 1,797 colonies to the Union Government, Kejriwal said apart from this, rest of all colonies will be regularised.  “The Central Government should allow registry of properties in these colonies at the earliest, relying on the satellite images to fix boundaries in unauthorised colonies,” Kejriwal said.

Meanwhile, BJP leader Manoj Tiwari said has demanded from the ruling regime zero registration fees for women on purchase of properties in unauthorised colonies on the lines of Jharkand where the property registration charge for the purchase of Rs 50 lakh for women is Rs 1 as token money.

As per sources, land owning agency the Delhi Development Authority (DDA) will do demarcation of these colonies, moreover if officials are to be believed micro drowns will be used in this process, around 70 lakh population will get affected from this.
