The Ministry of Urban Development (UDM) on Friday has declined to consider Rs 270 crore for extension of Haryana Metro Rail Corporation project connecting Delhi’s Mundka to Bahadurgarh saying that it was not in conformity with the original financing plan. Citing lack of progress, the Ministry also ordered a review of the Rs 100-crore loan approved to the Delhi Government for the construction of the multi-storey office building at Kakardooma institutional area in East Delhi and warned of its cancellation. So far, Rs 20 crore has been sanctioned as the first installment.
This apart, Union Urban Development Secretary Rajiv Gauba also warned all the NCR States that any sanction of loan in future would strictly be based on the progress of projects. He was chairing the meeting of the Project Sanctioning and Monitoring Group of NCR Planning Board on Friday.
Officials said the first installment of Rs 31.13 crore was released for Delhi-Haryana metro project in March 2016, but the Haryana State Industrial Infrastructure Development Corporation (HSIIDC) has not submitted any progress report so far. It has also declined to fund the metro project contending HSIIDC violated the original financing plan. The foundation stone for 11.181 km stretch between Mundka and Bahadurgarh was laid at Bahadurgarh sector 9 by then Union Urban Development Minister Kamal Nath and Haryana Chief Minister Bhupinder Singh Hooda in 2013.
The Centre has made it clear to Haryana that loan assistance of Rs 168 crore sanctioned for the Rs 223-crore Manesar Water Supply Project would also be reviewed if project works were not started at the earliest.
The Haryana Government was also told that the NCR Planning Board’s support for various infrastructure projects would be considered only after the long pending issues relating to the ADB-funded road projects sanctioned in the past were resolved.
The approval of projects on Friday meeting, include Rs 1,098 crore for Rejuvenation of Amanishah Nallah (Dravyavati River) including area development in Jaipur city based on the concept of watershed rehabilitation, flood prevention, pollution treatment and landscaping. This three km long elevated stretch is a part of NH-11 which will facilitate vehicular movement in the East-West direction of Jaipur and provides a high capacity corridor helping in decongestion of the central areas.
