The Ministry of Urban Development (UDM) has decided to develop a 240-acre land with smart city features at Ghitorni on Mehrauli-Gurgaon road in the national Capital with an estimated cost of over Rs15,000 crore. It’s location on the outskirts of Delhi would help in decongesting the Capital.

The project is proposed to be jointly developed by Central Public Works Department (CPWD) and National Buildings Construction Corporation (NBCC) on self-financing basis. The project will have around 6,500 homes under the general pool residential accommodation (GPRA). Secretary (Urban Development) Rajiv Gauba on Tuesday held discussions with senior officials of CPWD and NBCC on the project.

While CPWD would build GPRA houses and office space for public sector agencies, NBCC would build about 500 homes and office and commercial space to be sold to others.

The project is expected to be completed in five years. The Government has already completed a similar GPRA project in New Moti Bagh.

The project will come up on Government land that has been a dumping ground for almost 20 years.

According to officials, the project is designed on the line of Master Plan for Delhi-2021 with all modern facilities and amenities for better living.

The sprawling residential-cum-commercial complex will be no less than a mini-town. It will host Government offices, residential complexes, a convenient shopping mall, a school, student and women hostels, a community centre along with banquet halls and recreational clubs.

Once completed, around 20 per cent of this land will be used for commercial purposes, while 70 per cent will be residential along with catering to basic and recreational necessities. Of the residential portion, 20 per cent may be open to sale to Government and private parties. The rest will be used for developing other facilities.

The built-up area of the project will be 50 to 60 lakh sq ft, and over 100 residential towers will be constructed in the area. The complex would include flats ranging from one to five bedrooms.

There will be multiple parking areas, both for residents and visitors. The complex will tap solar energy as well as be a site for rainwater harvesting and waste water recycling. Type IV level official homes are set to be of 154.63 sq m while Type VIII officials will get 615 sq m houses. Type V, VI and VII will get homes of the size of 209.66 sq m, 279.05 sq m and 423.15 sq m respectively.

The Urban Development Ministry in October last year signed a memorandum of understanding (MoU) with NBCC and CPWD for redevelopment of other seven GPRA colonies in the national Capital. While NBCC will redevelop Sarojini Nagar, Netaji Nagar, Nauroji Nagar while CPWD will redevelop Kasturba Nagar, Thyagraj Nagar, Srinivaspuri and Mohammadpur. The project, with an estimated cost of Rs32,835 crore including maintenance and operation costs for 30 years, will be implemented on self-financing basis by sale of commercial built up area of 8.07 lakh square metre constructed in Nauroji Nagar and parts of Sarojini Nagar by NBCC as a part of the project. The Government is developing a similar Rs5,298-crore GPRA project in East Kidwai Nagar, with the project scheduled to be completed by December 2018.
