In a new twist to the Sandeep Kumar sex tape, the woman seen in the video that went viral alleged on Saturday that she had been given a drink laced with drugs by the sacked Minister and raped. She lodged an FIR at Sultanpuri Police Station against him. Hours after he was booked under rape charges, Kumar surrendered before the Deputy Commissioner of Police, Outer District in Pitampura where his statement was recorded, said police. He was arrested late on Saturday night.

In her FIR, the woman claimed that the video was made after Kumar had become a Minister. “The incident took place about 11 months ago when she had met Kumar to get a ration card made. He had asked her to visit his office to collect her ration card. He even promised to give jobs to her children. When she visited Kumar’s office, she was offered a cold drink laced with sedatives,” said the police officer.

After she lost consciousness, she was taken to a room inside the office and raped, the woman claimed, adding she did not know that the sex tape had been made. A medical examination of the victim woman has also been conducted, police said.

"On the statement of the woman we have registered a case under section 376 (punishment for rape), 328 (causing hurt by means of poison etc. with an intent to commit an offence), 67A IT Act and Section 7 of Prevention of Corruption Act at Sultanpuri Police station against the ex-minister," said Sanjay Singh, Joint Commissioner of Police (Northern range).

Earlier in the day, AAP's Political Affairs Committee suspended the 36-year-old first-time party MlA from Sultanpur Majra and referred the matter to its disciplinary committee. Kumar was removed from the council of Ministers on August 31 by Chief Minister Arvind Kejriwal after the CD purportedly showing him in compromising position with a woman surfaced.

"Party is taking action. Whatever Sandeep Kumar has done is wrong. He has been suspended from the primary membership. The matter has been sent to the disciplinary committee," said Deputy Chief Minister Manish Sisodia.

Political Affairs Committee or PAC is the highest decision making body of the party. Sources said that Kejriwal was consulted on the issue before he left for Vatican City to attend the canonisation of Mother Teresa.

Meanwhile, Kejriwal tweeted that if the allegations were found to be true, then Kumar should be given "exemplary punishment".

"If woman's allegations are correct, this is v serious. Strongest exemplary punishment shud be given to Sandeep," Kejriwal tweeted.

Delhi Commission for Women (DCW) chief Swati Maliwal said it is extremely shameful that Sandeep Kumar being the Women and Child Development Minister was busy in his own celebrations at a time when several cases of crime against the women have been reported in the city.
