Committee to submit its report in a month

A month after giving Delhiites a huge relief from burgeoning power and water bills, the Delhi Government is all set to give a massive shock to house/land buyers. Colonies falling under E, F, G and H categories may face 10 to 30 per cent increase in circle rates. It could be over 30 per cent in colonies under A, B, C and D categories.

The Arvind Kejriwal Government has constituted a seven-member committee, headed by Deputy Commissioner (West), for revision of circle rates — the minimum value of land and immovable properties — in the national Capital. The committee will comprise land & Building Department’s Additional Secretary, Assessors and Collectors of civic bodies, DDA’s land Costing Department director, Central Government’s land and Development officer, NDMC’s Director Estate and legal Adviser JM Kalia. The SDM (Rajouri Garden) will be member secretary of the committee.

The committee has been directed to submit its report in a month to Divisional Commissioner Dharam Pal.

The committee will focus on agricultural land this time, after DDA announced its policy on land pooling. In the last revision in December 2012, circle rates were raised between 20 and 200 per cent, depending on the area.

Top sources told The Pioneer that the Government will focus on agricultural land to generate more revenue.

“The market rate is much higher than the Government rate. One acre land will cost Rs 2 to 3 crores. That’s why the new committee will focus on such land transaction,” sources said.

Divisional Commissioner (Revenue) Dharam Pal told The Pioneer that the high-level circle rate committee will assess the market rate of property before finalising the new rate. The final decision will be taken by the Cabinet.

Presently, circle rates under Category A colonies such as Greater Kailash, Gulmohar Park, Panchsheel Enclave, Anand lok, Green Park, Golf links and Hauz Khas is fixed at Rs 6.45 lakh per square metre. This means nobody would be allowed to buy land and immovable properties in these colonies for less than Rs 6.45 lakh per square metre.

The rate in Category B colonies like Andrews Ganj, Kalkaji, Munirka Vihar and Nehru Enclave have been increased and fixed at Rs 2,04,600 per square metre. The circle rate is fixed at Rs 1,33,200 per sqm for Category C; Rs 1,06,400 for Category D; Rs 58,400 for Category E; Rs 47,200 for category F; Rs 38,500 for category G and Rs 19,400 for Category H colonies.

However, there has been a large gap in market rates and circle rates of properties in Delhi. This difference gives an opportunity to those having black money to invest in real estate at the cost of Government’s revenue.
