DK Patnaik appointed High Commissioner to Canada

The Government of India has appointed senior diplomat Dinesh K Patnaik as the next High Commissioner to Canada, filling a post left vacant during a prolonged period of tensions between the two countries.

The Ministry of External Affairs (MEA) confirmed the appointment on Thursday, noting that Patnaik, a 1990-batch officer of the Indian Foreign Service (IFS), is currently serving as India’s Ambassador to Spain. His transfer to Ottawa comes at a critical moment, as India and Canada continue to navigate a deep freeze in bilateral relations.

India-Canada ties deteriorated sharply in September 2023 after then Canadian Prime Minister Justin Trudeau publicly accused India of involvement in the killing of Hardeep Singh Nijjar, a Canadian citizen who had been designated by India as a Khalistani terrorist. India firmly rejected the allegations, calling them “absurd and politically motivated.”

The fallout led to the expulsion of multiple diplomats on both sides, including then High Commissioner Sanjay Kumar Verma. India had since refrained from naming a full-time envoy to Canada, maintaining only limited diplomatic engagement.

Patnaik’s appointment signals a possible thaw or, at the very least, a calibrated return to formal diplomatic protocol. However, analysts caution that real progress will depend on political will from both New Delhi and Ottawa.

While Canada remains home to a large and politically active Indian diaspora, ties have been repeatedly tested by allegations of interference, extremism, and mistrust. With Patnaik stepping into the role of High Commissioner, the focus will be on stabilizing relations, rebuilding trust, and potentially reopening avenues for cooperation in trade, education, and strategic dialogue.

There has been no official statement from the Canadian Government on the appointment so far.
