The Union Home Ministry has indicated that punitive action will be taken against Delhi Police officers involved in framing former Hizbul militant liyaqat Shah — who crossed the border in 90s, was travelling to India as part of the Government’s rehabilitation policy for militants when the Special Cell of Delhi Police arrested him on March 20, 2013 — in a fabricated case and portraying him as a terrorist.
In a major embarrassment for Delhi Police’s Special Cell and former Police Comm-issioner Neeraj Kumar, the National Investigation Agency (NIA) recently gave clean chit to liyaqat Shah and accused the Delhi Police of implicating him in a “false” plot to attack Delhi. “Home Minister is expected to take a call on further actions against the errant top cops of Delhi Police,” MHA official said on Wednesday. In its chargesheet while NIA has given clean chit to liyaqat, and its probing the role of the Delhi Police officers involved in the crime. The chargesheet showed that one mobile SIM card claimed to have been seized from liyaqat was registered at the address of Delhi Police’s Special Cell, and there were frequent communication between cops and an informer called Sabir Khan, who is now declared “absconder”.
The police also claimed to have recovered an AK-56 rifle and ammunition from his possession. But all that turned out to be pack of lies. Sources said that NIA’s confidential note to Home Ministry shows that both the rifle and ammunition were “Service weapons”. A letter written NIA DG Sharad Kumar to Home Secretary Anil Goswami questions the role of the Delhi Police officers and suggests action against them.
Reacting to NIA’s findings, Neeraj Kumar on Monday claimed, “I’ve forgotten the facts of the case.” Kumar had showcased liyaqat’s arrest as a major success and claimed that he was planning to carry out a serial blasts in Delhi during Holi in 2013 to avenge on the execution of Parliament attack convict Afzal Guru.
