Fulfilling a promise made in the Aam Aadmi Party’s poll-manifesto, Delhi Chief Minister Arvind Kejriwal and his Cabinet colleagues will be available to redress the grievances of the aam admi six days a week.
Also, seeking public participation in dealing with graft, the Delhi Government on Wednesday launched a helpline to deal with complaints of corruption. The Delhi Cabinet will receive complaints, suggestions on policy matters, miscellaneous matters and issues not related to the Government under its flagship Public Grievance Management
System (PGMS) every day (except Sunday) between 9.30 am and 10.30 am at the Delhi Secretariat. The Aam Aadmi Party (AAP) Government has prepared a detailed project to deal with various issues and grievances under the PGMS and the time-frame for the disposal of grievances will be decided by the Minister concerned during the time of hearing.
The PGMS will be launched by the Chief Minister (CM) on Saturday next and once it is operationalised, the Delhi Government will work for six days a week and all the Principal Secretaries and other officials will have to be present during the Janta Durbar under PGMS. The anti-corruption helpline (011-27357169) will work from 8 am to 10 pm. The helpline would work as an advisory body and guide people on ways to conduct sting operations on corrupt officials and how to proceed against them.
Arvind Kejriwal on Wednesday announced that the Government has fulfilled the promise made at Ramlila Ground during the swearing-in ceremony and every citizen of Delhi is an anti-corruption crusader. The work culture adopted by the AAP Government is a far cry from that of the earlier occupants of Players Building. PGMS will effectively increase the number of working days to six from the present five for all those posted with Delhi Government, right from lower division clerks (lDC) to the Chief Secretary (CS).
The city Government has taken the help of the National Informatics Centre (NIC) to design a web-based system wherein grievances will be entered on a daily basis by the CM’s office and the Department of Information and Technology. The documents collected will be scanned and uploaded on the web-based system and a unique ID number will be given for all the grievances. According to the background note prepared by the Delhi Government, the time-frame for disposal of grievances will be decided by the Minister concerned during the hearing.
The action taken will be entered on the web-based system by respective department heads (HODs) regularly. Once the grievance is satisfactorily redressed by the HOD, the status of the grievance on the web will read as “disposed off”. In the event of the grievance not being redressed by the HOD in the given time-frame, the same will be escalated to the concerned Principal Secretary/ Secretary. The web system will also carry the “Remarks of CM’s Office” wherein remarks and suggestions pertaining to the disposed cases may be given by the CM’s Office.
In order to ensure speedy disposal of the grievances, the Council of Ministers will monitor the PGMS on a regular basis and all the Principal Secretaries/Secretaries/HODs will also address the grievances regularly. The CMO has asked all the Principal Secretaries and Secretaries to furnish the names and designations of all the HODs with their contact details and the same will be incorporated on the web system of PGMS. NIC has also been asked by the CM’s office to map all the Principal Secretaries, Secretaries and HODs on the web-based system. Two nodal officers each from the Delhi Government and the Department of IT have been nominated for facilitating the functioning of the web-based system and all those involved in the PGMS have already been provided user names and passwords.
