The Arvind Kejriwal Government has demanded a special package of Rs 25,391 crore from the Centre, including Rs 4,000 crore for environment-friendly public transport system and Rs 2,000 for the three civic bodies. He also pitched for a rise in its share of Central Taxes, which was last revised 15 years ago, to at least Rs 5,000 crore.

The Delhi Government has sought Rs 115.35 crore for 1984-riots victims and also sought to increase the Normal Central Assistance to at least Rs 1,000 crore in the current year’s revised estimates and Rs 1,500 crore in 2016-17 (BE).

These were some of the demands presented by Deputy Chief Minister Manish Sisodia at the pre-Budget consultation with Union Finance Minister Arun Jaitley. “The Budget of Delhi has increased from Rs 8,793 crore in  2001-02 to Rs 41,129 crore in 2015-16, whereas the share in Central Taxes has remained frozen at Rs 325 crore... Delhi deserves its legitimate share in Central Taxes to finance its development needs, ” he said.

“According to our estimates based on the recommendations of the 14th Central Finance Commission, Delhi should get Rs 25,391 crore as Central Taxes. Rs 4,000 crore is required for purchase of 5,000 buses,” Sisodia said

The Government has recommended that an increase in the excise duty on diesel vehicles can be explored because of their "adverse effect" on air quality. "Increase VAT on diesel vehicles will lead to opening up of geographical tax arbitrage."

On the Central Taxes, the Delhi Finance Minister said that the total amount of compensation due from 2007-08 to 2011-12 is Rs 9,849.73 crore and the balance amount of compensation due after deducting the amount of Rs 6,612.86 crore already received, comes to Rs 3,236.87 crore. Thus the balance amount may be released to GNCTD.
