Why technical and operational drone training is India's next great skilling frontier — for its youth and its veterans
It is widely believed and understood that India has missed the Industrial Revolution, though it led the world in the IT Sector, and during Y2K, India arrived almost suddenly on the world stage. However, India is far behind in the semiconductor business and computing hardware sector. Interestingly, India and USA have decades ago established the IIT's & IIM's, which have nurtured and given the world the best technical and managerial skills to the world.
Hence it is ironical that India has not benefitted by that real input to any business and economy, which is Human Skills and Training.
Having made the above statement, it is critical to note that while India has taken steps in the Drone sector to boost the growth in this sector, and make India as the DRONE HUB of the world, it has to similarly nurture the skills and human talent to service this sector.
Why Drones? Reason being like Cellular technology has been the Big Disruptor in Telecommunications, Drones will be in the Logistics and Mobility sector. Besides Drones is the environmentally friendly means of mobility.
A decade ago, a drone in India was a curiosity — a hobbyist's toy grounded, more often than not, by a police complaint. Today it is a farming tool, a firefighting asset, a surveying instrument, a border sentry and, increasingly, a career. The distance India has travelled on drones in ten years is remarkable. The distance it still has to travel on training the people who will fly, fix, command and build them is the subject of this piece.
The turning point is easy to date. On 27 January 2023, more than a thousand drones lit up the sky over Vijay Chowk in New Delhi in a single choreographed show, a piece of public theatre that did more to signal official ambition than any policy document could. Within months, the Drone Rules of 2021 had already begun replacing a slow, manual clearance regime with an automated one. What has followed since is not a single dramatic leap but a steady accumulation of infrastructure, incentive and, finally, institution-building — of which the training question is the newest and least resolved chapter.
A technology ahead of its workforce
India's drone market was valued at roughly $470 million in 2025 and is forecast to reach $1.39 billion by 2030, growing at nearly 24 per cent a year.
That growth is not confined to any one sector. Agriculture uses drones for crop spraying and monitoring under the Kisan Drone and Namo Drone Didi programs. Infrastructure and mapping projects use them under SVAMITVA, which has digitised more than ten crore rural land parcels. Logistics firms use them for last-mile delivery trials. Defense and security agencies, the fastest-growing segment of all at a projected 26 per cent annual growth, use them for surveillance, reconnaissance and, increasingly, counter-drone defense.
Government policy has pushed hard to make this possible. The Production — Linked Incentive scheme has channeled crores toward domestic drone and component manufacturing, at a subsidy rate reserved for no other industry. The Drone Rules of 2021 replaced a thicket of manual approvals with a Digital Sky platform that authorises routine flights almost instantly. Drone Shakti has backed start-ups offering Drone-as-a-Service. Every one of these initiatives assumes a workforce capable of building, flying, maintaining and commanding these machines safely.
That workforce does not yet exist at the scale the policy requires.
This is the gap that determines whether India's drone ambitions remain a policy document or become an industry. Closing it requires more than manufacturing incentives. It requires institutions that can turn interested young people, and experienced but under-utilised former soldiers, into certified, competent, employable drone professionals — in the cockpit, in the workshop, and in the control room. There is also a strategic dimension that goes beyond jobs. Drones and counter-drone systems have become instruments of national security in their own right, visible in every recent conflict from Eastern Europe to South Asia's own border skirmishes. A country that trains only enough people to fly agricultural spraying drones, while depending on imported expertise for defense-grade UAV operation and maintenance, will find itself strategically exposed the moment it needs that capability at scale and speed. Training pipelines built today are, in a real sense, a slower-moving but equally important companion to the PLI scheme's manufacturing push — both aimed at the same underlying goal of Atmanirbhar Bharat in the air.
Why training, specifically, is the bottleneck
Flying a drone commercially in India is not casual. A Remote Pilot Certificate issued under the Directorate General of Civil Aviation is mandatory for anyone operating a drone above the smallest, hobbyist category, and it demands ground instruction in air law, meteorology, navigation and airframe systems, followed by supervised practical flying hours and a certifying examination. This is, in a sense and structure, closer to a private pilot's license than to a video-game skill, and it is meant to be.
The reason is straightforward: a drone that fails, strays or is misused is not merely an expensive loss. It is an aircraft in shared airspace, a potential hazard to people and property on the ground, and, in border and defense contexts, a potential security incident. A country building an economy around tens of thousands of these machines cannot afford to train the people who operate them casually.
Technical training and operational training are, in fact, two distinct disciplines, and a serious drone academy has to deliver both. Technical training covers the engineering underneath the machine: aerodynamics, propulsion, battery and payload systems, airframe maintenance, and increasingly the software and AI systems that govern autonomous flight. Operational training covers what happens once the aircraft is in the air: mission planning, airspace coordination, emergency procedures, sensor and payload operation, and — in defense and security applications — the tactics of using a drone, or defeating one, under real operational pressure. A pilot who can fly but cannot diagnose a propulsion fault is only half-trained. An engineer who can build a drone but has never flown one under a real mission profile is only half-trained in the other direction. The strongest institutions teach both together.
A properly built curriculum, in other words, does not end at the Remote Pilot Certificate. It extends into simulator — based emergency handling, so a student has already lost control of a virtual aircraft in a dozen different failure modes before ever risking a real one; into hands-on maintenance so a graduate can strip, inspect and rebuild the propulsion and payload systems they will depend on in the field; and, for those headed toward defense, logistics or infrastructure roles, into an understanding of the wider ecosystem a drone operates in — airspace deconfliction, data security, and, increasingly, an awareness of how counter-drone systems detect and defeat the very aircraft the student is being trained to fly. None of this is exotic. It is simply what a serious aviation training pipeline has always required, applied for the first time to an aircraft that costs a fraction of what a manned one does.
The opportunity for India's young people
For a country adding roughly a crore young people to its workforce every year, the drone sector offers something increasingly rare: a genuinely new occupation, not a reshuffled old one. A fresh, certified drone pilot in India can expect to earn between Rs 4 lakh and Rs 8 lakh a year; an experienced operator with specialised certifications, in survey, agriculture or industrial inspection, can earn Rs 10 lakh to Rs 20 lakh. Critically, none of this requires an engineering degree. A twelfth—pass student with the aptitude and the right certificate can be flying commercially within months.
- Agriculture and rural services: spraying, crop-health monitoring and land-record mapping under Namo Drone Didi and SVAMITVA, much of it in Tier-2 and Tier-3 India where formal job creation has historically lagged.
- Infrastructure and industrial inspection: power-line, pipeline, tower and construction-site surveys, replacing work that was slower and far more dangerous when done by human climbers.
- Logistics and last-mile delivery: still nascent in India but scaling quickly as BVLOS - beyond visual line of sight - operations move from trial to routine approval.
- Filmmaking, mapping and geospatial services: a fast-growing freelance and small-business segment, particularly attractive to young entrepreneurs building a one- or two-person drone service company.
- Defense and security-adjacent manufacturing and services: design, assembly, testing and field support roles created by the PLI scheme's push for 30 per cent local production of total drone value.
What ties these together is not a single skill but a layered one: flying competence, technical literacy, and increasingly, an understanding of the AI and autonomy systems that are moving drones from remotely piloted to partly self-directed. A young person trained properly today is not just learning to fly a 2026 drone. They are being positioned for a decade and more in which the aircraft itself will keep changing under them.
Equally important is what drone training does for entrepreneurship rather than employment alone. Unlike most emerging technology careers, a certified drone pilot can, with a comparatively modest investment in equipment, start a one- or two-person service business - crop-spraying for a cluster of villages, wedding and event videography, or land-survey support for a local construction contractor - within months of certification. Some companies have already embarked or have built entire listed businesses around exactly this model of training-plus-service. For India's smaller towns, where formal salaried employment remains scarce, that entrepreneurial pathway may matter as much as any single job offer a training academy can place a graduate into.
The Opportunity for Ex-Servicemen
If young civilians are the drone industry's new entrants, ex-servicemen are its natural professionals. Someone who has operated radar, handled electronic-warfare equipment, flown or directed unmanned systems in uniform, or simply worked for years inside the discipline of standard operating procedures and mission planning, arrives at drone training with an aptitude most eighteen-year-olds spend a year building. The transition from military UAV operations to civilian commercial drone piloting is, for a great many veterans, closer to a lateral move than a career change.
The Ministry of Defense's Directorate General Resettlement already treats drone technology as a priority sector. Under the Skill India Mission's partnership with the Armed Forces, resettlement training in aerospace and aviation, including drone technology, has been rolled out through National Skill Training Institutes as part of a wider effort to smooth the transition of retiring and superannuating personnel - including disabled soldiers, widows and dependents - into second careers, with the explicit goal of full employment placement rather than a certificate alone.
The financial architecture supports this: for officers, sixty per cent of the course fee for approved resettlement training is borne by the Ministry of Defense and the DGR, with the individual paying the balance; for Junior Commissioned Officers and Other Ranks, the entire course fee is covered. A veteran who wants to retrain as a drone pilot, technician or instructor is, in most cases, not doing so at his or her own financial risk.

There is a second, less quantifiable advantage. A drone academy staffed and mentored in part by veterans does not just train ex-servicemen faster. It trains everyone else better, because operational discipline, checklist culture and an instinct for what happens when something goes wrong in the air are exactly the habits a purely civilian training pipeline can struggle to instill. The best drone academies in India are starting to understand this, and are actively building veteran expertise into their faculty and advisory structures rather than treating ex-servicemen only as a student intake to be served.
This matters for the country's demographics as much as for any individual veteran's career. India's armed forces release tens of thousands of trained personnel into civilian life every year, many still in their late thirties or early forties, at the peak of their working lives, with decades of productive years still ahead of them. A resettlement pathway that channels even a modest share of that talent into drone instruction, testing, maintenance oversight and safety auditing does two things at once: it gives veterans dignified, well-matched second careers, and it gives the wider civilian drone industry a supply of instructors and safety professionals who already understand what disciplined operations look like, rather than having to build that culture from scratch.
A Case in Point: The IIT Kharagpur Aerorotors Drone Academy at IIT Kharagpur
The clearest illustration of what a properly built drone-training institution looks like has opened, fittingly, at one of India's oldest centers of aerospace research - IIT KHARAGPUR. The Aerorotors Drone Academy, launched as a joint initiative between IIT Kharagpur and Aerorotors Aircrafts Research & Development Private Limited, runs its flagship Basic Course on UAV Technology as a Continuing Education Program of the Institute, with its first major batch commencing in June-July 2026 out of the IIT Kharagpur campus.
What distinguishes the academy is less any single feature than the completeness of the ecosystem behind it. Aerorotors itself is not a training company that added an academy as a side venture; it is a deep-tech aerospace research and development firm, incubated at STEP IIT Kharagpur since 2013 and recognized by the Department of Scientific & Industrial Research, that has already built India's first government-approved firefighter drone prototype - the AB001, tested with the West Bengal Fire & Emergency Services and designed to fight fires in high-rise buildings, since succeeded by the AB002. AEROROTORS has just got the approval of its Patent for Fire Fighting Drones from the Government of India. One of the first of its kind in the world. Students at the academy are, in other words, training inside a live R&D facility, not a classroom bolted onto an unrelated business.
The instructional team is built around DGCA-certified expertise rather than borrowed credentials.The qualifications that determine whether a training program's Remote Pilot Certificate actually carries regulatory weight, rather than being an in-house diploma with no standing before the aviation authority.
The mentorship and advisory structure around the academy read like a cross-section of India's aerospace and defense establishment. Professor Dr Basab Chakraborty, Managing Director of STEP IIT Kharagpur and Chairman of the Institute's Maneckshaw Centre, mentors the program directly. Dr S.K. Vasudeva, a former Chief Controller of Research & Development at DRDO and a former Principal Scientific Adviser Fellow to the Government of India, serves as Chief Technical Advisor. Air Vice Marshal A.K. Bhattacharya (Retd.), Indian Air Force, and Kapil Kaul sits as strategic adviser and Vice Chairman on the board of Aerorotors. Founder Chairman Bebeto Ally, who holds an M.Tech in Advanced Robotics and Mechatronics from Germany and brings eighteen years of UAV experience, is an Honorary Member of the Governing Body of STEP IIT Kharagpur in his own right.
That the venture has attracted attention well beyond the campus is not incidental. Former Union Education Minister Dharmendra Pradhan and Defence Minister of State Sanjay Seth have both engaged with the academy's leadership, and former Chief of Defence Staff General Anil Chauhan has been photographed with founder Bebeto Ally alongside the STEP IIT Kharagpur leadership a level of institutional visibility that a first-year training venture rarely earns unless the underlying substance is real.
