Prime Minister Narendra Modi has emphasized the need for strong collaboration between the Centre and states to achieve the vision of a “Viksit Bharat”, stating that cooperative governance will be key to India’s long-term development goals.

Chairing the 11th Governing Council Meeting of the NITI Aayog held at Rashtrapati Bhavan in New Delhi, the Prime Minister said India continues to move forward on a stable growth path despite global uncertainty and instability.

He underlined that as India progresses towards the goal of Viksit Bharat @2047, the responsibility of both the Centre and states becomes even more important. He urged states to promote cooperation, dialogue, and knowledge-sharing, noting that NITI Aayog can serve as a key platform for policy collaboration and exchange of best practices.

PM Modi highlighted that empowering youth must remain a national priority, stressing the importance of quality education, demand-driven skill development, and employment generation. He said that a skilled and empowered youth population will be the driving force behind India’s transformation into a developed nation.

The Prime Minister also pointed out that India’s Free Trade Agreements (FTAs) with several countries are opening new avenues for growth and exports. He noted that these agreements present significant opportunities for Micro, Small and Medium Enterprises (MSMEs) to integrate into global markets by improving competitiveness and meeting international standards.

Women-led development was described as a core pillar of the Viksit Bharat vision. PM Modi said women are contributing across sectors—from agriculture and startups to science and innovation—and called on states to prioritize women’s education, safety, skilling, and empowerment.

The meeting also focused on strategies to promote entrepreneurship, enhance skilling, and create sustainable employment opportunities across India. Discussions centered on building an effective implementation roadmap using governance reforms, digital public infrastructure, and public-private partnerships to ensure measurable outcomes.

This year’s theme, “Inclusive Human Development for Viksit Bharat @2047,” focuses on ensuring equitable growth and well-being for all citizens regardless of region, gender, or socio-economic background.

The Governing Council meeting brought together Chief Ministers and Lieutenant Governors from across the country to deliberate on a framework built on four key pillars: foundational human capital and future-ready skills, productive employment and entrepreneurship, health and nutrition, and equity and dignity for all.
