Himanta lays foundation stone for Adani Power’s 3,200 MW Assam project

Assam Chief Minister Himanta Biswa Sarma on Sunday laid the foundation stone for Adani Power Limited’s 3,200 MW Ultra-Supercritical Thermal Power Plant (USTPP) at Chapar in Assam’s Dhubri district.
The Rs 48,000-crore project is expected to generate up to 20,000 jobs during the construction phase and around 5,000 jobs once operational. The plant is scheduled to be commissioned in phases from December 2030.
The Chapar project is part of Adani Group’s Rs 63,000-crore power investment in Assam, which also includes two Pumped Storage Plants (PSPs) with a combined capacity of 2,700 MW through Adani Green Energy Limited. Across power, aviation and cement, the Group’s investments in Assam are expected to exceed Rs 80,000 crore.
The foundation stone-laying ceremony was attended by senior State Government officials, industry leaders, local community representatives and Jeet Adani, Director, Adani Group.
Himanta Biswa Sarma said Assam is fast emerging as the region’s energy hub, with several major energy projects in the pipeline.
“Assam is fast emerging as the region’s energy hub, with several mega energy projects in the pipeline. The 3200 MW Chapar project is a proud outcome of the confidence generated by the Advantage Assam Investor Summit 2.0,” the Chief Minister said.
He said the project, involving an investment of nearly Rs 48,000 crore, would constitute one of the largest single investments ever made in Assam. According to him, the project would generate employment, increase economic activity and contribute to the state’s SGST revenues, while creating opportunities for local industries and enterprises.
Jeet Adani said the project marked an important new chapter for Assam.
“Adani Power will invest Rs 48,000 crore in this 3,200 MW thermal power project, bringing reliable and affordable electricity to support homes, businesses and industries. The project will also create jobs and open up opportunities for local contractors, suppliers and businesses. We are proud to invest in Assam and be part of the state’s economic growth,” he said.
The Chapar plant will comprise four 800 MW units and use ultra-supercritical technology, along with high-efficiency systems and modern environmental safeguards. Once commissioned, it is expected to provide power for Assam’s household, commercial and industrial requirements.
The Rs 63,000-crore power investment in the state comprises around Rs 48,000 crore for the Chapar thermal power plant and approximately Rs 15,000 crore for two Pumped Storage Plants through Adani Green Energy. Adani Energy Solutions Limited is also implementing smart metering projects in Assam as part of efforts to modernise the state’s power distribution infrastructure.
Beyond the power sector, the Adani Group has committed investments in aviation and cement in Assam. Terminal 2 at Lokapriya Gopinath Bordoloi International Airport in Guwahati became operational on February 22, 2026.
The Adani Foundation has also undertaken social development initiatives in the state. It has reached more than 8,000 flood-affected families in Sivasagar and Dhemaji districts with food, medicines, sanitation and hygiene supplies. In and around Guwahati, the Foundation’s work covers 19 villages in Kamrup Rural district across education, healthcare, livelihoods, community infrastructure and climate action.
The 3,200 MW project follows Adani Power’s successful bid through a competitive bidding process in October 2025. The company subsequently received the Letter of Award from Assam Power Distribution Company Limited (APDCL) in November 2025.
Adani Power, part of the Adani portfolio, is the largest private thermal power producer in India, with an installed thermal power capacity of 18,290 MW across 13 power plants in Gujarat, Maharashtra, Karnataka, Rajasthan, Chhattisgarh, Madhya Pradesh, Jharkhand, Tamil Nadu and Uttar Pradesh, besides a 40 MW solar power plant in Gujarat.
