Assam’s flood reckoning: Time for a national strategy

The devastating floods that have ravaged Assam this year have once again exposed the state’s chronic vulnerability to one of nature’s most powerful forces. But this time, the scale and nature of the destruction have raised uncomfortable questions that go beyond extreme rainfall and overflowing rivers. Entire settlements have been obliterated, thousands displaced, livestock lost and livelihoods built over generations wiped out within hours. While relief and rehabilitation remain the immediate priority, the disaster must also become a moment of introspection. Was this catastrophe solely the result of nature’s fury, or did years of ecological neglect and governance failures magnify its impact?
Among the worst-affected was Nepali Gorkhuti village near the Assam-Nagaland border, which was virtually erased from the map.
Need for an independent probe
Allegations have surfaced that years of illegal mining and quarrying in upstream hill catchments, particularly along the Assam-Nagaland border, may have destabilised fragile slopes and increased the volume of sediment flowing into rivers. Environmental organisations and local residents have questioned whether indiscriminate extraction of minerals weakened the natural landscape and intensified the floods.
These allegations must be examined objectively. Neither speculation nor political rhetoric can substitute scientific evidence. The Assam Government, in coordination with the Centre, should institute an independent inquiry involving hydrologists, geologists, environmental scientists, disaster management experts and remote-sensing specialists. If environmental violations are found to have aggravated the floods, accountability must be fixed and regulatory mechanisms strengthened.
Floods know no political boundaries
The latest tragedy has once again demonstrated that flood management cannot be confined within state boundaries. Several rivers that inundate Upper Assam originate in the hills of Nagaland and Arunachal Pradesh before joining the Brahmaputra. Activities in these upstream catchments — whether mining, deforestation, road construction or unplanned development - have a direct bearing on downstream flooding.
This calls for institutional cooperation rather than piecemeal responses. Assam, Arunachal Pradesh, Nagaland and Meghalaya need a permanent mechanism for integrated watershed management, real-time sharing of hydrological data, environmental monitoring and coordinated disaster preparedness. Such an arrangement should be facilitated by the Union Government through a river basin approach rather than isolated state-level interventions. The Brahmaputra itself is an international river. Originating in Tibet as the Yarlung Tsangpo before flowing through India into Bangladesh, it underlines the importance of transboundary cooperation.
Climate change has altered the equation
This changing climate reality demands a shift in policy. Planning based on historical flood patterns is no longer sufficient. Infrastructure, embankments and disaster management strategies must be designed to withstand more frequent and intense extreme weather events. For decades, Assam has demanded that its recurring floods be recognised as a national problem rather than a regional concern. The latest disaster strengthens that case. The Brahmaputra is among the world’s largest and most dynamic river systems, carrying enormous quantities of water and sediment through one of the youngest and most fragile mountain systems on Earth. Every year, governments spend thousands of crores on relief, rehabilitation and repairing damaged infrastructure, while the underlying causes remain inadequately addressed. A dedicated National Brahmaputra Basin Mission could transform the way floods are managed in the region.
Beyond embankments
For decades, embankments have been the principal defence against floods in Assam. They have undoubtedly protected many towns, villages and agricultural areas. Yet repeated breaches during major floods demonstrate their limitations. Embankments cannot provide a permanent solution to a river as dynamic and sediment-laden as the Brahmaputra. Many river experts now advocate moving beyond the traditional approach of trying to ‘control’ the river. Countries such as the Netherlands have successfully adopted integrated flood management by restoring wetlands, protecting floodplains and allowing rivers more room to expand during high flows instead of depending exclusively on embankments.
Assam too needs a similar paradigm shift. Strengthening vulnerable embankments should continue, but this must be complemented by catchment area treatment, afforestation, wetland restoration, floodplain zoning, resilient infrastructure, scientific desiltation where feasible and modern forecasting systems.
Technology can also become a force multiplier. Satellite imagery, drone surveys, artificial intelligence-based flood forecasting and community-based early warning systems can significantly improve preparedness and reduce casualties. Flood management requires strong institutions as much as engineering solutions. There is a compelling case for establishing a statutory Brahmaputra River Basin Authority comprising experts in hydrology, ecology, climate science, disaster management and public policy. Such an institution should coordinate research, monitor environmental compliance and formulate basin-wide strategies. Annual third-party safety audits of embankments before every monsoon, scientific mapping of erosion-prone areas, stricter enforcement against illegal mining and greater community participation in disaster preparedness should become integral components of flood governance.
Turning tragedy into transformation
Assam’s latest flood disaster must become a turning point rather than another chapter in the state’s long history of recurring calamities. Reconstruction must be accompanied by scientific investigation, institutional reforms and long-term ecological planning.
Science-based policymaking, ecological stewardship, stronger institutions and sustained national investment can substantially reduce the scale of destruction. The recurring floods of Assam are no longer merely a State issue; they are a challenge of national importance. Recognising this reality - and acting upon it with urgency — may be the only way to ensure that tragedies like the one witnessed this year do not become the new normal.
