51st UPSIDA board meet concludes: Budget for FY 2026–27 doubled
Under the visionary leadership of Chief Minister Yogi Adityanath, the Uttar Pradesh State Industrial Development Authority (UPSIDA) continues to strengthen and expand industrial infrastructure across the State. UPSIDA is playing a pivotal role in achieving the Government of Uttar Pradesh’s vision of making the State a $1 Trillion Economy.
In this direction, the 51st Board Meeting of UPSIDA was held on 3 August 2026 at Lok Bhawan, Lucknow, under the chairmanship of Alok Kumar, Additional Chief Secretary, Infrastructure & Industrial Development Department and Chairman, UPSIDA Board.
The Board deliberated extensively on key proposals related to industrial development, infrastructure strengthening, investment promotion, and administrative reforms.
The most significant decision was the approval of a doubled budget for the financial year 2026–27, nearly twice that of the previous year, which will provide fresh momentum to the development of new industrial areas, expansion of industrial infrastructure, and investment promotion across Uttar Pradesh.
The Board approved proposals for land acquisition and purchase for the development of new industrial areas in various districts.
This decision will pave the way for the establishment of new industrial townships, attract large-scale investments, promote balanced regional industrial development, and generate significant employment opportunities.
The Board also approved the layout plans for the industrial areas at Katayi Mill (Fatehpur), Sandhinawa Industrial Area, and Trishundi Industrial Area (Ayodhya).
Approval of these layouts will facilitate planned industrial development, systematic land use, faster plot allotment, and timely provision of infrastructure, thereby encouraging new investments and employment generation.
To strengthen operational efficiency, the Board approved a proposal to provide an emergency contingency fund of up to Rs 10 lakh for regional offices and civil/electrical divisions of the Authority.
This will enable immediate availability of financial resources for urgent repairs and maintenance, ensuring uninterrupted infrastructure services and improved service delivery in industrial areas. The Board further approved a proposal granting allottees of UPSIDA’s residential schemes a final opportunity to execute their lease deeds with applicable delayed payment charges up to 07 November 2026.
It was also decided that allotments of those failing to execute lease deeds within the stipulated period shall stand automatically cancelled.
The decision is expected to facilitate time-bound disposal of long-pending cases while enhancing administrative efficiency and transparency. The Board also approved a proposal for framing a new Resumption Policy for closed (sick) industrial units.
The proposed policy will extend benefits to units that have cleared all outstanding dues and obtained No Dues Certificates, as well as to units that commenced production but subsequently became non-operational due to unavoidable reasons.
The policy will facilitate the revival of dormant industrial assets, encourage fresh investments, restore production activities, create employment opportunities, and ensure effective utilisation and management of industrial land.
The doubled budget for FY 2026–27 will significantly accelerate the development of new industrial areas and expansion of existing ones.
Priority will be given to strengthening roads, power supply, water supply, drainage systems, and other core infrastructure, enabling UPSIDA to provide world-class industrial facilities to investors.
The enhanced infrastructure is expected to attract substantial investments, accelerate industrial establishment, create large-scale employment, and contribute significantly to the economic growth of Uttar Pradesh.
Addressing the meeting, Alok Kumar, Additional Chief Secretary, Infrastructure & Industrial Development Department and Chairman, UPSIDA Board, said, “Uttar Pradesh has emerged as one of India’s leading destinations for industrial development. The State Government’s investor-friendly policies, robust governance, and rapidly expanding connectivity network have created an enabling ecosystem for manufacturing and industrial growth. The decisions taken during the 51st UPSIDA Board Meeting will further strengthen this growth trajectory.” He further stated that the *doubled budget for FY 2026–27* reflects UPSIDA’s strong financial position and long-term development vision. The budget prioritizes land acquisition, development of new industrial areas and large industrial clusters, expansion of existing industrial estates, and upgradation of roads, power, water supply, drainage, and other essential infrastructure. Highlighting the State’s connectivity advantage, he said that the *Purvanchal Expressway, Ganga Expressway, Bundelkhand Expressway, Dedicated Freight Corridor, and the emerging multimodal logistics network* are effectively integrating Uttar Pradesh’s industrial areas with national and global supply chains. This will reduce logistics costs, enhance industrial competitiveness, and support the development of world-class industrial clusters. He emphasized that UPSIDA’s objective is not merely to develop industrial estates but to create *integrated industrial ecosystems* equipped with world-class infrastructure, modern logistics, quality civic amenities, and a transparent, investor-friendly business environment. He expressed confidence that with a strong financial foundation, planned industrial development, and progressive investment policies, Uttar Pradesh is rapidly emerging as India’s growth engine for investment, manufacturing, and employment generation, while making a significant contribution towards achieving the vision of a *US$1 trillion Economy*.
