In a bid to foster healthy competition among aspirational urban bodies, the Yogi Adityanath government is rolling out an innovative scheme featuring performance-based awards.
The initiative aims to incentivise urban bodies to accelerate their development projects and bring positive change to their communities. The top three performing urban bodies will be rewarded with substantial cash incentives ranging from Rs 50 lakh to Rs 2 crore.
The rankings of these urban bodies will be determined through meticulous assessments conducted by monitoring committees, taking into account various performance parameters. This strategic move aligns with Chief Minister Yogi Adityanath’s vision, following the successful implementation of the Aspirational Development Blocks initiative, and marks the launch of the Aspirational Urban Bodies Scheme, focusing on the progress of urban areas.
In its initial phase, the scheme targets 100 urban bodies for evaluation and recognition. The three leading cities in terms of performance will receive significant cash incentives, with the first-place winner being awarded Rs 2 crore, the second-place recipient receiving Rs 1 crore and the third-place urban body receiving Rs 50 lakh annually.
Additionally, cities that excel in specific sectors will be rewarded with annual incentives of Rs 50 lakh each. The projects eligible for these financial rewards will be subject to approval by the Urban Development department, based on the joint recommendation of the concerned urban body’s chairman and the district magistrate.
Furthermore, the scheme prioritises the development of human resources within the top-performing urban bodies. The ten best-performing officials will receive certification and be offered opportunities to work within the Project Management Unit (PMU) of these urban bodies. This scheme also opens doors for potential outsourcing opportunities, promoting efficiency and expertise.
To further enhance the capabilities of officials and personnel, the best-performing cities will have opportunities for national and international-level exposure visits, aimed at providing valuable training experiences.
The Aspirational Urban Bodies Scheme will remain applicable to the selected 100 municipal bodies until March 31, 2026. After this date, these municipal bodies are expected to operate self-sufficiently. However, monitoring of their progress will continue through a dedicated dashboard until March 31, 2028.
Before March 31, 2026, another 100 municipal bodies will replace the initially selected ones, and the scheme will be applicable for two financial years starting from April 1, 2026. Following this period, the newly selected municipal bodies will also transition to self-reliance.
In a commitment to efficient governance, all vacant posts in the aspirational 100 urban bodies will be filled, ensuring continuity and stability in administration. Furthermore, personnel appointed will have a minimum tenure of three years in their positions, and in cases of transfers, they will only be relieved when new personnel are ready to assume their roles. This coordination will be supervised by the concerned district magistrates, who will liaise with relevant government departments.
In addition, the Planning department will appoint senior officers as nodal officers to periodically review the implementation of schemes in all districts. These nodal officers will meticulously assess aspiring municipal bodies based on 32 performance parametres during their district visits. This initiative represents a significant step forward in promoting competitive, efficient and accountable urban development across the state of Uttar Pradesh.
