Seeking active participation of the elected representatives of the three tier panchayatraj institutions in the implementation of the development and welfare schemes UP chief minister Akhilesh Yadav said on Wednesday that this will ensure that the benefit of the schemes will reach the most deserving person and the intended beneficiary.

Admitting leakage and other difficulties in the implementation of the welfare schemes CM said `` it’s the responsibility of the elected representatives of the panchayatraj institutions particularly the Village pradhan to ensure that the benefit of the welfare schemes reaches the intended beneficiary’’.   CM on Wednesday inaugurated the building of the training center for the elected panchayat representatives.

Recounting his experience of visit to Bahriach district CM said ` I found in kartaniya ghat area of the district that the houses constructed under `lohia Awas Yojna’ were cornered by the well off people even as the intended beneficiary of the rural housing scheme are the poor and the downtrodden sections of the society’’. He said so far the government has constructed one lakh houses and same number of more houses will be constructed. They will also be provided wither solar power.

``Despite heavy odds in the distribution of milk to children under mid day meal scheme the government has been able to  serve 90 percent of the children in state run primary schools, this figure can be further improved  if the elected panchayat representative intervene with a firm resolve’’.

CM said `` similar is the case of distribution of free bicycles to the deserving persons, in the entire state  the labour minister  Shahid Manzoor   has distributed maximum number of cycles in his home district  Meerut’’

Referring to scheme for the distribution of pension to the poor people implemented as `Samajwadi Pension Yojna’, CM said `` to curb the leakage ion the scheme government has ensured that the money is directly credited in the saving bank account of the beneficiaries, yet I wish the elected panchayat leaders to come forward and assist the government to help the most disadvantaged sections of the society’’.

Expressing concern over the specter of drought looming large over the state CM said the drought will not only affect the overall growth of the state it will hit the rural economy hard  and its the   duty of the panchayat leaders  that people are beenfittred from the development and welfare schemes.

CM also voiced his concern over the recent incidents of communal violence over the posting of objectionable message on mobile app. ``The rural people  have also become tech savvy and are  using all the new opportunities provided by the new technology including the lap top computers and mobile apps. .  I appeal to use the new technology with restraint and responsibility’’, said the CM adding `` the computer has reached almost each and every village of the state with the free laptop scheme of the government’’.

“Media had reported that many people sold the free laptop they got from the government. I want to tell you that over 90 percent people are using the laptops and media  has no information as they go to village only when some incident occurs there’’. Said Akhilesh Yadav.

Defending the development model adopted by his government Akhilesh Yadav said `` the Samajwadi party believes in striking balance between the needs of different sectors of economy and society.`` Along with the free laptop computer scheme, the government scheme   has also promoted in a big way the dairy industry under `kamdhenu Yojna’   for boosting the rural economy. The government is vigorously pursuing the metro rail project in lucknow and other cities , at the same time we are also distributing cycles to the students and the rural youth’’, said the CM.
