Social Activist Dr Nutan Thakur alleged that the state government is trying to shield the two former director general of police, Al Banerjee and AC Sharma, who were found to be running promotion and transfer racket through their mobile phones.
Thakur claimed that the State government believes that both the ex-DGPs Al Banerjee and AC Sharma have nothing to do with Agra’s Shailendra Agrawal case. She said that the affidavit filed by Prem Chand, SP Crime, Agra on behalf of the State government, says that these officers are not named in the FIR and hence there is no need for any action.
Dr Thakur, counsel for petitioner Center for Civil liberties told that the entire focus of the State government in its affidavit was to prove the petitioner wrong saying that no public interest is involved in the matter and the petition has been filed only for cheap popularity. She said the government also feels that the facts presented in the petition based on newspaper reports cannot be relied upon and hence there is no need to act upon them. Dr Thakur said she shall be presenting the various facts before the Court of how these officers are being saved by the investigating body.
Meanwhile after running from pillar to post and also holding a dharna outside director general of police’s office to get a case registered against mining minister, Gyatri Prasad Prajapati and others, social activist Dr Nutan Thakur and her IPS husband, Amitabh Thakur, finally get success when they report has been registered under section 467/468/471/420/203 and 120B IPC at Gomatinagar police station on Thursday.
Besides Prajapati, UP State Women Commission Chairperson Jarina Usmani, member Ashok Pandey and some policemen were also named for trying to criminally frame the complainant (Dr Nutan Thakur) and her husband Amitabh Thakur in false cases of rape and other charges. The case is being invesitigated by sub-inspector (SI) Krishna Bali Singh.
As per the FIR, after Dr Thakur’s lokayukta complaint against Prajapati, they first got a threat to stay away from this case. later they were implicated in two completely false complaints of rape by unknown women presented before the Women Commission, of which the address of woman hailing from Etah, was found false while that of Ghaziabad has different signatures in different documents.
Nutan had given an application for FIR to SO Gomtinagar on 10 June followed by another application to DIG lucknow R K Chaturvedi the next day. They also met then DGP A K Jain on 15 June and had to sit on Dharna before DGP office on 19 June after which the FIR was surreptitiously written on 20 June but this fact was hidden even from the complainants. This fact came out only through the police report presented before the CJM lucknow Court in the complaint filed by Nutan.
Meanwhile on one more case, lokayukt Justice (retd) NK Mehrotra, reportedly summoned the records regarding transfer of controversial chief medical officer of Badaun, Dr BP Singh, back to the same place from where he was removed after complaint.
Sources said that Mehrorta had issued a notice to the principal secretary (medical and health) asking him to provide the file regarding transfer of Dr BP Singh. Though Mehrotra refused to talk on the issue but sources said that he wanted to see that on whose order the transfer has been made.
Earlier as per complaint, the CMO and Deputy CMO of Badaun reportedly took bribe from private nursing home owners for renewal of their licence and they also returned Rs 1.07 lakh of bribe money after intervention of local MlA Abid Raza. The health department took cognizance of this issue only after it made headlines and the preliminary enquiry by Additional Director Health Bareilly Dr Subodh proved the allegations. Based on this report, Arvind Kumar initiated departmental enquiry against the two for taking bribe and got them attached to AD Bareilly office on 29 May 2015.
But surprisingly on 23 June Dr BP Singh was again made CMO Badaun. Social Activists, Dr Nutan Thakur challenged the posting and made a complaint in this regard against Principal Secretary (Medical and Health). Sources said that on her complaint, lokayukt summoned the records to check under what condition, the doctor get back on the same post.
