Social activists Nutan Thalur claimed that Director General of Police (DGP) and his sub-ordinates posted at DGP office lacks proper understanding of English as well as law. She said that an information obtained through Right to Information Act (RTI) reveals a case where the DGP of UP has interpreted the meaning of certain rules written in English in an exactly opposite manner.
According to Nutan Thakur, her husband Amitabh Thakur, who is an IPS officer had sent a letter to DGP about his becoming honorary member of a social organization, Maulik Bharat. To this, Tanuja Srivastava, IG (Karmik) quoted Rule 13(2) of the Conduct Rules for IPS officers, which says that an IPS officer may, without the previous sanction of the Government undertake honorary work of a social or charitable nature.
But interestingly having quoted this rule, Tanuja Srivastava interpretedit as saying that Amitabh Thakur can participate in this organization’sactivities only after the Government’s sanction. Nutan said that what is even more serious is that even ADG (Karmik) J l Tripathi and then DG A C Sharmaapproved Tanuja Srivastava’s statement, thereby directing her husband notto participate in this society’s activities.
