Senior officer of Provincial Civil Services (PCS), Hari Shankar Pandey threatened to self-immolate himself if the government not stopped harassing him on one or the above pretext.
The officer made the above threatening call when a government official went to his bungalow in posh
Gomatinagar locality to paste a charge-sheet issued against him for his alleged miss-conduct during his posting in the Rural Engineering Services (RES) Department, on
Tuesday.
Reports said that nayab thesildar of Sadar, Arvind Kumar Mishra, on directions of the government was send to hand-over charge-sheet to special secretary of National Integration Department, Hari Shankar Pandey at his residence in Vipul Khand, Gomatinagar on Tuesday
afternoon. The move was made as Hari Shankar submitted his resignation seeking Voluntary Retirement after being agitated with government’s action against him. Arvind Mishra, who claimed that Hari Shankar Pandey refused to receive the charge-sheet, said that as per the directions, he
went ahead to paste it on his gate.
However, Hari Shankar Mishra denied the claims and said that he was present in the house and was ready to accept the papers but state government made the move just to humiliate him. He went on to charge about unnecessary harassment by the government and claimed that what one
expect when a person like Rajiv Kumar, who was already convicted by the court is looking after the `personnel Department’ of the government. Annoyed with the latest move, Hari Shankar Pandey who already sought VRS on Monday and deemed himself to be retire with immediate
effect went on to threaten that if the Government continued to harass him without any reason than he will be forced to go for self-immolation.
It may be mentioned that controversy over Hari Shankar Pandey, who alleged to be involved in miss-conduct during his posting in the Rural Engineering Services (RES) further hots up when on the day, the officers deemed himself to be retired from the service i.e July 1, state government issued a charge-sheet against him in the matter and handed over enquiry to principal secretary (cane and sugar development), Rahul Bhatnagar, on Monday.
Hari Shankar Pandey, who was shifted from RES to National Integration Department as Special Secretary, had also sought VRS but State government turned down his proposal claiming that they could not do say as Departmental Enquiry has been going against him and he took the decision after a charges-sheet was already issued. later Hari Shankar reacted and said that he will personally deemed himself to be retired from services from July 1 onwards. Government took serious congnizance of Hari Shankar Pande’s conduct in which he hide the facts and made wrong representation while making a note on a particular file during his tenure in the RES Department. They served a charge-sheet against him in the matter. The principal secretary Rahul Bhatnagarhas been given the enquiry.
It may be mentioned that Hari Shankar Pande was accused that during his posting as special secretary in the RES Department he not followed the Government rules and violated all the laid norms. He tempered with the fact and made wrong noting on an enquiry report claiming scam of over Rs 6000 crore in the RES. The Government took it as a serious matter of indiscipline and violation of service conduct rule and constituted a Department enquiry against him and also removed him from the Department.
