Incredible it may sound, but Secondary Education department officials have been paying salaries to some teachers of Colvin Taluqedars’ College, even when some have been removed from the jobs, retired or have left for their heavenly abodes. Ironically, Colvin Taluqedars’ College does not come under ambit of Secondary Education department anymore.
These facts surfaced when a complaint was filed with lokayukta, Justice (retd) NK Mehrotra, who has sought explanation from Principal Secretary (Secondary Education), Jitendra Kumar by next Monday. The top official has been asked to explain as to how were the salaries paid when the college does not come under the ambit of government-aided college. Also how was the sums were transferred to the individual accounts directly instead of going through the college management. The lokayukta has also asked how the payments were made to teachers who were removed, retired or even dead.
In 2002, Colvin Taluqedars College decided to wind up sections which were affiliated to UP Board of Secondary Education, after noticing depletion in their student strength. All students were offered to shift to the ICSE section. While some teachers were adjusted, 22 of the existing staff were removed. Some of the sacked teachers moved the court as the decision to wind up the UP Board session was subject to clearance from the Board.
On their plea in 2005, the Apex Court ordered the UP government that till the decision of cancellation of affiliation of Colvin College from UP Board was decided, the government should give aide to the college management so that salaries of the aggrieved staff could be distributed.
However the Secondary Education department did not follow the SC order. After facing a contempt, they suddenly transferred salaries directly into account of teachers without verifying whether they were working with the college or even alive. The complainant, an advocate, provided records that how through an unlawful order of Principal Secretary of Secondary Education, Jitendra Kumar, the money was directly transferred into the accounts of teachers.
It was pointed out that UPS Chauhan retired on July 13, 2012, Vijay Kumar Sharma on September 25, 2007, SKS Rathore’s service were terminated on April 12, 2012, Dr Pramod Kumar Gangwar lost his job on July 30, 2003, Dr SB Dureja was not even in service when the decision to wind up UP Board section was taken, Dr Richa Nagar also retired. Above all, Vidya Sagar Mishra, was already dead in 2013, but still the government paid salaries directly into their accounts regularly. The complaint alleged that overlooking norms, ten teachers were directly benefited by the Secondary Education department. Even District Inspector of School in lucknow, Umesh Tripathi did not point out the anomaly but facilitated the move by making e-transfer into teachers account. He did so without verification by Colvin Management or transferring the fund into the college account so that genuine teachers benefited.
