Remuneration paid to Taluqedars College teachers

Principal Secretary (Secondary Education) Jitendra Kumar and District Inspector of Schools (lucknow) Umesh Tripathi, admitted before lokayukta Justice (retd) NK Mehrorta that remuneration were disbursed to teachers of Colvin Taluqedars College without any court directions even when the college was not government-aided. However, they also pleaded innocence clarifying that the payments were made either as per latest government order or due to compulsion.

They also revealed to lokayukta that on the basis of payment of salaries to the teaching staff, now the non-teaching staff also went to High Court and got a similar order in their favour directing to clear their dues. Surprisingly, the government has not challenged the HC direction so far. The college authorities however, filed an appeal in this regard to review the judgment.

Kumar and Tripathi appeared before lokayukt on Friday and clarified that there was no court order to sanction salaries to Colvin teachers, but they were directed to issue some grants so that salaries of 10 teachers who went to court could be paid.

However, they claimed that a GO issued on May 2015 empowered them to transfer salaries into teacher’s account of all colleges who come under aided institutions. The duo made it clear that Colvin did not come under it but since the court directed to pay grant to for clearing salaries, they paid directly into teachers account as was done in case of other colleges.

Earlier, Secondary Education Department officials made payments of salaries of some teachers of Colvin Taluqedars College who were either already removed from the jobs, retired or were even no more in this world. Interestingly, the payment was made even when the said college not comes under the Government aided colleges or governed under Payments of Salary Act. These sensational facts surfaced in a complaint filed with lokayukta Justice (retd) NK Mehrotra. An explanation was subsequently  sought from Jitendra Kumar and Umest Tripathi.
