PWD engineers submit their replies for promotion against the rule

Except for half a dozen, about hundred other junior engineers in the Public Works Department (PWD), had submitted their reply over the Government decision to revert them to junior posts. The move was made as the enquiry conducted in the promotions revealed large scale irregularities. All the promoted officials subsequently served notices and now their replies have been forwarded to the enquiry committee. Sources said that now they will be reverted anytime.

``About 100 of junior engineers, whom we served notices after enquiry revealed that they were promoted against the rule had already submitted their replies so we forwarded them for further necessary action”, revealed a senior PWD official adding that four to five officials had yet not submitted their replies. He said that once the enquiry committee would review the replies, further action to revert the guilty will be taken up. Chief Engineer (Gramin Sadak) RC Barnwal was monitoring the enquiry.

It may be mentioned that by making necessary amendment in the Service Rule of the PWD (2015), provisions for promotions of 5 percent of the vacancy meant for direct recruitment with the departments has been made. Under the amendment, the clerical staff of the PWD can be adjusted in JEs posts if he fulfilled the qualification and thus 240 (5 percent of the vacancy for direct recruitment) has been created. later promotions of 124 officials has been made in three phases under the above amendment.

However, as the promotion list was made public, controversy started as charges were made that the same has been made after adopting irregularity. It was alleged that many of those promoted even not fulfill the qualification at the time (year), when the vacancy was shown created. Similarly many clerks were promoted after submitting the diplomas of unrecognized colleges and in many cases, the permission was taken from the department after procuring the diplomas. Many diplomas certificates were also found to be fake. In some cases, many clerks were promoted even when they were not entitled for it as they not completed ten years of services. Interestingly many clerks also submitted part time diplomas when the government in 2010-11 had made these diplomas as illegal.

In December 2017, Deputy Chief Minister, Keshav Prasad Maurya has taken the matter seriously and he asked chief engineer (Planning), AK Sharma to conduct an enquiry and submit his report. later after completion of enquiry, notices were served to over 100 promoted JEs, as they not fulfilled eligibility for promotion.
