About a hundred junior engineers in Public Works Department (PWD) would be reverted soon as the enquiry conducted in their promotions revealed large scale irregularities. All promoted officials have already been served notices and once they submit their replies, action will be initiated. “We have issued notices to those who were found to be promoted against the rules.Once they submit their replies, we will proceed with further action,” disclosed Chief Engineer (Gramin Sadak) RC Barnwal.
He disclosed on Tuesday afternoon that notices were served to the errants and that they (JEs) had sought more time to reply so they were waiting to initiate action.
It may be mentioned that by making necessary amendment in Service Rule of the PWD (2015), provisions for promotions of 5 percent of vacancy meant for direct recruitment with departments has been made.
Under the amendment, PWD clerical staff can be adjusted in the post of JEs if he fulfilled the eligibility and thus 240 (5 percent of the vacancy for direct recruitment) was created.
later promotions of 124 officials was made in three phases. However, as the promotion list was made public, controversy erupted as it was alleged that the same was done after adopting irregular mens.
It was alleged that many of those promoted did not fulfill eligibility at the time (year), when the vacancy was announced.
Similarly many clerks were promoted after submitting diplomas of unrecognized colleges and in many cases, permission was taken from the department for procuring diplomas later. Many diplomas / certificates were found to be fake.
In some cases, many clerks were promoted even when they were not entitled to it as they had not completed 10 years of service. Interestingly many clerks also submitted part-time diplomas when the government in 2010-11 declared these diplomas illegal. In December 2017, Deputy CM, Keshav Prasad Maurya took the matter seriously and asked Chief Engineer (Planning), AK Sharma to enquire and submit a report. After completion of the enquiry, notices were served to about 100 promoted JEs for getting promotion and without fulfilling the eligibility criterion.
