Calling ‘Swamitva Yojana’ a major revolution towards rural empowerment, Uttar Pradesh Chief Minister Yogi Adityanath has said that ‘Gharauni’ is not just a government paper to give the ownership of the land, but a mode of boosting people’s confidence, instilling self-esteem, and making them self-reliant.

Interacting with the beneficiaries at the virtual distribution of property cards (Gharauni) of 1,001 villages of 11 districts on Friday, Yogi launched ‘Digital Khasra’.

In the event, seven beneficiaries of different districts received ‘Gharauni’ from the chief minister in Lucknow while the rest of the certificates were distributed by respective district officials in Jalaun, Jhansi, Lalitpur, Hamirpur, Mahoba, Chitrakoot, Banda, Fatehpur, Kaushambi, Varanasi, and Azamgarh.

Promising to give all villagers the ownership of their houses, the CM said although the houses of the people were on the ancestral lands, they did not own the property, as a result which they had to face harassment and controversies.

“But now, this will not happen. Our government in rural areas is giving ownership of land to people,” he said.

To eliminate house ownership disputes, the records of over 1.57 lakh houses of more than one thousand villages of Uttar Pradesh have been digitised under this scheme. The property cards will enable villagers to access bank finance.

Praising Prime Minister Narendra Modi, Yogi said that during the Covid pandemic when the entire country was plagued and battered, the prime minister was working on a plan to give rural people full rights to their properties.

As many as many as 2,09,016 plot owners of a total of 1,578 villages of 37 districts have received property cards.

With the preparation of preliminary data of the population area through ‘Gharauni’, it will be easier to organise government schemes for development. The land in rural populated areas will be mapped using modern technologies and drones will be used to demarcate the land.

Inaugurating the ‘Digital Khasra’, the CM said that details of crop and irrigation resources, disaster and agricultural waste disposal, trees, non-agricultural land, lease, two cropped areas, and unrivaled land will be mentioned in it. Laptops and mobile phones have already been provided to all the lekhpals by the state government.

About 7.65 crore khasra of total 1,08,846 revenue villages will be digitised soon. It can be supervised from every level which will bring accuracy and transparency to the records. The software has been prepared by the Revenue Council.

Minister of State for Revenue and Flood Vijay Kumar Kashyap said that the work of population survey and records operation under the Government of India’s ‘Swamitva Scheme’ in Uttar Pradesh under the direction of Revenue Council in all districts is underway.

A total of 82,913 villages have been notified for surveys and records of the rural population. Kashyap also said that the records prepared under the scheme will accelerate the process of development in rural areas.
