The State Election Commission (SEC) said that the Governor was out of the purview of Model Code of Conduct during the Urban local Bodies elections. The code came into force on Friday after the UlB poll schedule was announced by the Commission.

The SEC in a communication to Raj Bhawan said that the Governor can participate in convocations in state universities. The SEC also said that if a programme for promotion of literature was organized by any party, it will also not be covered by the MCC.

The Raj Bhawan had sent a query to the SEC enquiring whether the Governor could participate in various programmes including convocations of state universities.

Meanwhile, Governor Ram Naik banned the recruitment of teaching and non-teaching staff at Sampoornanand Sanskrit University.  The process of recruitment including interviews were recently completed by the university.

Naik, who is also Chancellor of the university, directed for fresh selection of teachers as per guidelines issued by University Grants Commission. He said that it should be clearly stated in the advertisement for recruitment of teachers that who have already appeared for interview need not apply again.

Taking serious note of complaints about alleged irregularities in appointments in Sanskrit University, the Governor had convened a meeting of varsity officials which was attended by Vice-chancellor Professor Yadunath Dube and senior officials of Raj Bhawan.

The Governor asked the Vice chancellor to revise the date for convocation at the university which was earlier scheduled for October 27.
