`Munna Bhai’ who had cleared high school and intermediate examinations with full merit even without appearing in the tests are now blessed with a golden opportunity to join the biggest force of the world `Uttar Pradesh Police’.
Though majority of the Munna Bhai did not even know to write their names in English language or some even in their mother tongue but the latest decision of the State Government to withdraw written examination and recruit constables on basis of their marks on intermediate and high school examinations along with that scored during physical test would turn out to be a boon for such candidates.
Surprisingly, these Munna Bhai could not be counted on fingers but their number is such large as per the findings during a recent probe conducted by state ombudsman that even the proposed recruitment of 35,000 constables would not turn enough for them, so even they had a tough competition between themselves to compete with other Munna Bhai. It may be mentioned that the government decision had also turned the business of offering high school and intermediate certificates without even appearing in the examination, more lucrative as now a big number of candidates would contact such centers to get maximum marks after paying a `price’ as it would help them in ensuring selection at least in the Police Department.
Reports said that if one goes by the findings of the probe conducted recently by lokayukta Justice (Retd) NK Mehrotra, he would be surprised to know that thousands of students not even appeared in the examination conducted by UP Board for Secondary Education but even then cleared the tests that too in merit. Interestingly, the mark-sheets are also not fake but have been duly issued by the UP Board.
Mehrotra, who during enquiry made regarding Hardoi that too just of the students passed intermediate or high-school in 2014-15 session, was shocked to find out that official records as submitted by secretary of the UP Board for Secondary Education and by Basic Siksha Adhikari of Hardoi, pointed that 7943 students in Intermediate and 941 in High School, cleared the tests even without appearing in the examination. Shocked with the disclosure, Mehrotra sent a report to the state government recommending that a High level Enquiry Committee comprising of technical persons should be immediately appointed so an in-depth probe could be made that how 8884 students cleared their Board Exams even with appearing in the tests.
``As, I sent a report in this regard to the chief secretary Alok Ranjan in August last recommending a high level probe that how 8884 students cleared their Board Examination without appearing in the tests”, confirmed Mehrotra when contactedon Tuesday. However, he claimed that nothing has been done in the matter so far.
Sources said that the above figure of 8884 is just of Hardoi and that students cleared in just one academic year. If this enquiry would be extended to whole of Uttar Pradesh, then just in one year, this figure might reached about 1 lakh and in the last few years, this figure would start running in several lakh students.
Sources said that even after getting good marks in examination after paying a hefty `price’, these Munna Bhai still unable to find the jobs easily as during written test for recruitment, majority of them failed as they were not having even basic knowledge of the subject and many of them even could not write their names correctly. Now, with latest decision of state government to withdraw written examination, all such Munna Bhai’s might found a golden opportunity to use those `certificates’ to compete with other genuine candidates and got selected in the world biggest police force.
Former director general of police, Brij lal, when contacted in this regard, he claimed that the recruitment policy drafted during Bahujan Samaj Party’s regime in best in the country and now many other States and even Centre is following the same pattern to ensure transparency and fairness in the selection process. ``Samajwadi Party government is known for making shady recruitment and now with change in the recruitment policy, the motive of the Government is almost exposed but what is alarming is that the State police might have to pay heavy price in the future for recruiting candidates just on basis of their high school or intermediate examination”, added lal.
