Maintain decoram of state legislature: Naik to political leaders

Published on:

Governor Ram Naik has written to leaders of all political parties to maintain decorum of the state legislature and listen to the address of the Governor at the joint session peacefully.

In his letter, the Governor said that as political parties attentively listen to the address of President of India in Joint Session of Parliament, the leaders and members of different parties too, should follow the same in UP Vidhan Sabha during the address of the Governor.

The Budget session of the UP Assembly begins on Friday. This being the first session of the year, the Governor will address a joint session. It has almost become a practice for the Opposition parties to create ruckus during the session forcing the Governor to end his speech.

Ram Naik has written to the President seeking directives about the protocol to be maintained during Governor’s address of the join session. On February 11, 2015 secretary to the President of India, Omita Paul said that Standard Operating Procedures have been issued in form of a handbook about Governor’s visit to the state Assembly.

As per the guidelines, the Governor will take the national salute inside Raj Bhawan and immediately proceed to the state legislature. He will be received at the entrance of House by Chief Minister, Speaker of Vidhan Sabha and Chairman of legislative Council. The Governor will again be accorded a national salute there.

After that, Governor is conducted in the main hall in a procession as per guidelines. The National Anthem is played by a police band as Governor reaches the Assembly. The Governor then addresses both the Houses and upon its conclusion, a vote of thanks is proposed followed by National Anthem.
