The lucknow police transferred 215 station officers in two  years between 2011 and 2012 in blatant violation of the norms set by the Supreme Court that fixed a tenure of two years for the SHO at a place.

The Uttar Pradesh government had issued a Government Order on December 26, 2010 in compliance with the Supreme Court order on a petition filed by former DGP of UP, Prakash Singh.  The minimum tenure of SOs has been fixed at two years and reasons, in writing, need to be specified for any transfer before this period, the GO said. As per the 80-page information obtained from SSP,

lucknow by right to information (RTI) activist Nutan Thakur regarding 42 police stations of district, in the years 2011 and 2012, a total of 72 transfer orders were passed shifting 215 station officers affecting 154 police out-posts.  The three district police chiefs of lucknow during this period -- DK Thakur, Ashutosh Pandey and RK Chaturvedi -- openly violated the GO. Thakur remained SSP all through 2011 and issued 37 orders transferring 77 station officers, affecting 62 police out-posts. Pandey passed 23 transfer orders between March and July 2012, shifting 89 station officers affecting 56 police out- posts while Chaturvedi passed 12 orders between August  and December 2012, transferring 49 officers and affecting 36 police out-posts.

Nutan Thakur said many officers were transferred more than once. Sharangdhar Dwivedi was removed from Bazaar Khala on charges of failure in duty on July 30, 2011 and posted at Naka within two months. Veer Singh was removed from Wazirganj on May 8, 2012 on similar charges and posted at Mahanagar on October 30 the same year.  Besides, Ravindra Nath Rai was sent to Nigoha on February 10, 2011, to Vikas Nagar on March 18 and to Surveillance Cell on April 24, 2012. Similarly, Brajesh  Kumar Singh was posted at Itaunja on March 23, 2011,  Bakshi Ka Talab on June 8 and Gosaiganj on October 22.  Inspector Kuldip Kumar was posted at Hasanganj on June 21, 2011, Hussainganj on September 22 and Aminabad on

April 22, 2012. Ram Vishal Yadav was shifted to Para on April 8, 2012 but the order was cancelled the same day and he was again posted at Para on April 10. Ram Sanehi Yadav was posted at Chinhat on May 24, 2012, Mohanlalganj on July 9, Police lines on August 31 and Krishna Nagar on September 12; Vinod Yadav was posted at Sarojini Nagar on March 25, 2012, Alambagh on July 9, Talkatora on September 12 and Bakshi Ka Talab on December 22. Novendra Singh was posted at Chinhat on August 8, 2012, Aliganj on September 12 and Ghazipur on October 20 the same year. Nutan Thakur said posting in violation of apex court norms amounted to contempt of the Supreme Court. She has urged DGP Dev Raj Nagar to initiate action against the police officers concerned for flouting apex court directive.
