IPS officer moves CAT against Govt, DGP

Senior officer of the Indian Police Service (IPS) cadre, Amitabh Thakur knocked the door of Central Administrative Tribunal (CAT) when he filed a writ in it’s lucknow Bench, on Tuesday.

He alleged denial of his Fundamental right by State government along with his own senior most boss, direction general of police (DGP), in an illegal manner. Thakur, who is also a RTI activist and social worker in his petition claimed that Rule 17 of All India Services (Conduct) Rules says that every IPS officer can vindicatehis position in an official matter through Press after seeking State government permission but this permission will be deemed after 12 weeks of seeking permission.

He said to have sought permission from the authorities concerned on 28 October 2012 in a case where he got implicated in an Arms license case as SP Gonda. He claimed that he had organized Press Meet on 18 January 2013 after passing of mandatory 12 weeks but the Government stopped him a day before from doing so. Calling this infringement of his Fundamental Right of freedom of expression, Thakur in his petition sought compensation along with action against those officials who passed an order to stop him going to the press.
