Govt rewarding blue-eyed IPS officers

Published on:

State government seems to be saving their blue-eyed IPS officers by giving them plum postings as well as saving them from any kind of criminal proceedings.

Contrary to this, the officers who go against wish of the Party leader’s diktats faced unwanted action. The above facts are evident from some recent action of the government in which officers closed to power were saved or facilitated with prize postings while those who were against are punished. In case of SSP Moradabad Rajesh Modak D Rao, who was suspended for brutally assaulting his followers just as they kept senior SP leader Rs waiting’ state government not took any action and even his suspension was issued under media pressure.

However, the government soon back track from their decision and revoked suspension without carrying any enquiry into the matter and also rewarded Modak with prize posting as SSP of Varanasi. It may be mentioned here that the injuries which came during medical examination of the followers amount to criminal conduct on behalf of Rajesh Modak but not even a FIR has been lodged by the government against the officer till now.

Another blue-eyed IPS officer of the government is J Ravinder Gaud whom the government posted as SSP of lucknow even when the premiere agency of the country - Central Bureau of Investigation- had sought a prosecution sanction order against him for his role in a fake encounter when he was posted as Assistant Superintendent of Police in Bareilly. Recently Gaud was further facilitated for his ‘loyalty’ when state government refused prosecution sanction against him to the CBI without even citing any reason for doing so.

In last December CBI besides Gaud, had also sought prosecution sanction against nine other policemen - including four sub-inspectors (S-Is) and five constables - but the government has yet to send a reply in this regard. The policemen including Gaud are facing charges of culpable homicide not amounting to murder and conspiracy.

The Allahabad High Court in February 2010 ordered a CBI investigation into the killing of a 26-year-old youth, Mukul Gupta, on a petition filed by victim's father Brijendra Kumar Gupta. Mukul was Gupta's younger son and worked in a private firm. According to the CBI investigation, the police team had shot Mukul suspecting him to be a member of a gang of robbers while the police report, which claimed that the police had fired in self-defence, was found incorrect.

The incident dates back to July 30, 2007 when the Bareilly police was tipped off that some people had planned to commit a bank robbery and they would pass through Fatehganj area on a Tata Sumo. As per police report, when the police team intercepted the Tata Sumo, the men in the vehicle fired at them. In a retaliatory firing, Mukul was killed. His associates Vicky Sharma, the driver, and Pankaj were caught. A fourth man, however, managed to escape. He was later identified as Prem Shankar.

The police lodged a case of attempt to murder against Pankaj, Mukul and others on a complaint filed by Gaud at the Fatehganj police station in Bareilly. The police had also claimed to have recovered three country made pistols and a revolver from the vehicle. Contrary to the conduct of above officers who were rewarded, than SSP of Gonda Navniet Rana was removed when he dared to do a sting of senior SP leader involved in cattle smuggling. The sting showed direct involvement of SP leader enjoying minister of state status but instead of taking any action against him, government shifted Rana for his act.

Even in case of another minister Guddu Pandit, who allegedly abducted a CMO in Gonda, government not took any action against the SP leader but had removed than District police chief of Gonda. Besides above, recently when SSP Muzaffarnagar Subash Chandra Dubey was suspended for failing to control communal violence, SP of Shamli, Abdul Hamid was spared just with transfer just as he was close to one of the most powerful cabinet minister in Akhilesh’s government.

It may be mentioned that Subash was also posted just ten days before the violence took place but still he was punished. Not only this, just due to annoyance of the same cabinet minister, than SSP Muzaffarnagar, Manjul Saini was also shunted out just as she held some accused close to the minister. The sting operation showed that how under pressure, the said accused were released from the police station and it later resulted into worst ever communal clash in the State.
