In an attempt to provide financial and social security to lakhs of migrant workers who returned to their villages in UP during the novel coronavirus pandemic-induced lockdown, the Yogi Adityanath government has prepared an action plan to provide financial assistance to industries offering jobs to these workers.
"Under this scheme, the government will provide financial aid of Rs 1,000 to Rs 2,000 per labourer if an industry employs migrant labourers. In this sequence, the MSME Department has sent a proposed plan of Rs 629 crore to the Finance Department," a senior government official said here on Thursday.
He said the plan was formulated with the objective to provide relief and support to the industries which had offered job opportunities to the migrant workers in their respective residential areas.
The Uttar Pradesh government also developed a dedicated Pravasi Rahat Mitra job portal for all the migrants on which the details of the skilled labourers were uploaded to expedite the recruitment process by interested companies or agencies.
The official said that Yogi Adityanath had issued directives to provide financial assistance to support all the industries that were providing job opportunities to the migrant workers in the state, similar to the Handloom Industries where a grant of Rs 1,000 to Rs 2,000 is given per labourer.
"This will in turn generate ample job opportunities at the local level for all the migrant labourers," the official said.
Under this scheme, all the migrant workers who have registered themselves on the portal of the state government will also be linked to schemes like Vishwakarma Shram Samman Yojana and Mukhyamantri Pravasi Rojgar Yojana.
Amid the heavy influx of over 40 lakh migrant labourers and workers from other states following the lockdown, the Yogi Adityanath government made plans to harness their skills by providing jobs to them in accordance with their profiles.
The official said that the government prepared a strategy to provide jobs and social security to workers, for which skill mapping of over 25 lakh labourers was done. He said to cater to the vulnerable migrant labourers the government initiated the concept of community kitchens and also took all possible measures to provide them the basics, including food, clean potable water, primary health care and shelter.
About 6.75 crore food packets were also distributed to them during the lockdown, he added.
